This is not a bumble-bee but instead is a carnivorous robber fly exemplifying Batesian mimicry. In this form of mimicry a harmless species evolves towards the characteristics and warning signals of a harmful species, in this case a bee. By appearing like a stinging bee, this fly has a huge advantage in that most predators will mistake it as harmful and leave it alone. The more similar the characteristics, the more likely the fly's chance of survival and reproduction... and over time this selective pressure drives the evolution of the mimicry. .
