The Indian National Congress party says its bank accounts with 2.1 billion rupees ($25.3m) in deposits have been frozen by the Income Tax Department months before the national election. The main opposition party on Friday called the action “a deep assault on India’s democracy”, adding that an income tax tribunal has allowed it to partially operate its accounts until February 21 when it would hear the case. Congress treasurer Ajay Maken told reporters the party has filed a complaint against the tax department after it told banks to freeze funds in its accounts. “We got information two days back that cheques being issued by us were not being honoured by banks. … We don’t have money to pay electricity bills, to pay salaries to our employees,” Maken said. The tax department’s action comes just weeks before dates for a general election, which has to be conducted by May, are to be announced. It also came a day after the Supreme Court, in a landmark order, declared a secretive election funding system, called the electoral bonds, as illegal. The National Assembly’s Standing Committee on Finance and Revenue today rejected a bill seeking the release of funds for holding elections in Punjab and Khyber Pakhtunkhwa in line with the directives issued by the Supreme Court. In a brief conversation with local media after the committee meeting wrapped up, panel chairman Qaiser Ahmed Sheikh, who is of the PML-N, said that the bill was rejected. “This bill… as it was not allocated in our budget and the finance minister has said that funds are not available, there was no other option [so] we rejected it. “We do not have any other fund, right — the committee does not have funds of its own. The deadline for the Election Commission of Pakistan (ECP) to submit a report to the Supreme Court on whether the government had provided it with the funding to conduct elections in Punjab and Khyber Pakhtunkhwa expires today. The April 11 date for the report — as ordered by the court last week — followed the April 10 deadline that was set for the government to disburse funds to the commission for the polls. The government has so far not issued the funds for polls and instead referred the matter of election funds to Parliament. The bill was referred to a standing committee and lawmakers are set to reconvene on Thursday. Last week, the apex court had fixed May 14 as the date for the polls in Punjab and directed the federal government to release election funds worth Rs21 billion to the ECP by April 10 for elections in Punjab and KP. In meeting, there was a detailed discussion regarding giving funds to Election Commission for general elections of Punjab. According to sources of News 360, most of members of federal cabinet emphasized that order of Supreme Court should not be negated. According to details, in the meeting of Federal Cabinet on Sunday, it was decided to refer issue of releasing funds to Election Commission of Pakistan for holding elections in Punjab on May 14 as per the order of Supreme Court. Federal Cabinet meeting was held at Prime Minister House, Islamabad, in which Prime Minister Shehbaz Sharif participated from Lahore through a video link. The meeting lasted for two hours, no agenda was issued before the meeting. In the meeting, most of the cabinet members including Riaz Pirzada, Sajid Tori, Maulana Abdul Wasi, Hashim Notizai, Sardar Ayaz Sadiq, Khawaja Saad Rafiq, Azam Nazir Tarar, Atta Tarar and Amir Muqam participated in the meeting through video link. During the meeting, apart from Punjab election funds, the strategy to resolve issues related to the Supreme Court (Practice and Procedure) Bill 2023 was discussed. It was suggested in the meeting that funds should be released to prevent any adverse decision on violation of the Supreme Court’s April 4 decision. The government approved issuing of the 19th tranche of electoral bonds on Thursday, ahead of assembly elections in five states. The bonds will be available for purchase between January 1 and 10. As part of efforts to increase openness in political fundraising, Electoral Bonds have been promoted as an alternative to cash donations to political parties. On the other hand, opposition parties have expressed concerns about the opacity with which such bonds are funded. “State Bank of India (SBI), in the XIX Phase of sale, has been authorized to issue and encash Electoral Bonds through its 29 Authorized Branches with effect from January 1 to January 10, 2022,” the finance ministry said in a statement.
