[OFFICIAL STATEMENT] Earth Day 2024: Filipinos fight back against reclamation and dredging In celebration of the 54th Earth Day, the Center for Environmental Concerns – Philippines Inc. (CEC) stands in solidarity with environmental defenders, advocates, and grassroots communities in fighting for environmental rights and climate justice. After more than half a century, the question of the appalling proliferation of environmentally destructive activities despite the climate crisis remains as potent as ever. Currently, reclamation [1] and dredging [2] operations are the leading threats to ecology and the lives of the Filipino people. The term “reclamation” is misleading since there is no land to reclaim as reclamation makes land in areas where there is water. Currently, there are 187 approved and proposed reclamation projects nationwide according to the Philippine Reclamation Authority. This means that the situation nationwide mirrors that of Manila Bay, multiplied by a hundredfold. As for the environmental impact, reclamation necessitates the clearing of mangrove forests and dumping of filling materials on seagrass beds. Siltation also occurs. All these affect the life cycle of marine species such as fish which causes a decline in fisheries production. Environmental groups, along with fisherfolk and faith-based organizations, gathered in Navotas City yesterday, April 20, to denounce reclamation projects in Manila Bay in light of the upcoming Earth Day. Last month, around 1,000 families were affected by the demolition of mussel farms in Navotas City, which is attributed to the proposed 650-hectare Navotas Bay Coastal Reclamation Project, according to Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA). The said reclamation project is led by Navotas City's local government and San Miguel Corporation (SMC). "Wala na pong isda at polluted na po ang Navotas dahil sa demolition na nagaganap. Winasak ng programa na reklamasyon ng dating diktador na si Marcos ang tahanan ng mga isda at mangingisda saanmang sulok ng Manila Bay," said Fernando Hicap, chairperson of PAMALAKAYA. The groups also blasted the resumption of reclamation projects along the coastal waters of Manila Bay, leaving fisherfolk with no source of income. In Cavite, dredging projects persist and the 90-hectare Bacoor Reclamation and Development Project resumes operations despite being halted before. Today, we recognize the vital role of our seas in mitigating the impacts of the climate crisis, and protecting our waters must be the number one priority against any profit-oriented development such as dredging and reclamation in Manila Bay.🌞 Last March, a mussel farm (tahungan) was destroyed by a demolition team in Navotas City affecting over 1,000 fishermen, mussel farmers, and fish workers the Navotas LGU has already ordered the removal of over 200 mussel farms and other fishing installations since 2022. This project not only poses a threat to our environment but also to our environmental defenders just like young anti-reclamation activists Jhed and Jonila. According to PAGASA, El Niño is expected to become a significant problem in 65 provinces in the country until mid-2024, unfortunately continuing to cause hardship for citizens, especially farmers. Its effects may not only be disastrous but could also cause severe damage to various climate-sensitive sectors such as water supply, agriculture, energy, health, public safety, and more. The Department of Agriculture has been alerting about the immediate need to respond to El Niño, yet the reactionary government's actions have been grossly insufficient, except allegedly allocating P30 billion, most of which went only to rice imports. Instead of addressing the needs of those affected by severe El Niño, the government continues to push for foreign and anti-people projects. Until now, the Marcos-Duterte administration continues to push for franchise consolidation. Instead of addressing the concerns of drivers for a more affordable modernization, the government only ensures the significant profits of foreign corporations from the sale of modernized jeepneys priced at 1.3-2.4 million pesos per unit, which is far from the 200,000 pesos subsidy promised to drivers by the LTFRB. This is the first of a series of globally coordinated actions against reclamation. United under the banner Defend Manila Bay, environmental groups and science advocates joined representatives of Cavite, Bulacan, and Metro Manila coastal and fishing communities to demand accountability from the Netherlands government for Dutch company involvement in the San Miguel Corporation’s P735-billion New Manila International Airport (NMIA) in Bulacan, a project they tag as an environmentally destructive reclamation project that gained approval through intimidation of communities. ALERT: Demolition of mussel farms in Navotas City Since March 18, demolition crews, with the Philippine coast guard, have been ceaselessly demolishing the mussel farms of Navotas fisherfolk to give way to the 650-hectare reclamation project of San Miguel Corporation and the Navotas LGU. Instead of ensuring the livelihood of their constituents, the Navotas LGU is putting big business first. They issued an order for the fisherfolk to self-demolish their mussel farms and other fishing structures. This unjust demolition will result to the loss of livelihood for over 1,000 families who rely on Navotas community waters for their food and income. The ongoing reclamation project has already dismantled more than 200 fishing structures. The Supreme Court mandamus of 2008 clearly emphasizes the rehabilitation of Manila Bay, and the restoration of its use for fishery and recreational purposes. Reclamation was never mentioned in that mandamus. SAKA stands with the Navotas fisherfolk in calling for an immediate end to the reclamation projects in Navotas and other parts of Manila Bay. ICYMI: Last February 8, the Far Eastern University - Institute of Law conducted a forum-dialogue entitled, “RECLAIMING MANILA BAY: A Collaborative Dialogue on the Social, Economic, and Environmental Impacts of the Manila Bay Reclamation,” to raise awareness on the impacts of the reclamation projects in Manila Bay. Narod Eco of AGHAM discussed the environmental and disaster risk impacts of the different reclamation projects, including increased risk of flooding, earthquake-related hazards, and the destruction of natural ecosystems such as mangroves and fishing grounds. In the past year, fisherfolk organizations and various support groups have intensified their call to stop all ongoing destructive reclamation projects and issue a moratorium on new project proposals. HOUNDING OF TWO YOUTH ENVIRONMENTAL DEFENDERS STRESS THE NEED TO DISMANTLE NTF-ELCAC The Asia-Pacific Coalition for Human Rights in the Philippines (APCHRP) condemns the warrant of arrest against youth environmental defenders Jhed Tamano and Jonila Castro coming from an oral defamation case by the Department of Justice (DOJ). Tamano and Castro are two youth environmental activists that were abducted last year, September 2 by state forces in Orion Bulacan. After calls and efforts by loved ones and human rights defenders, they were ‘resurfaced’ as ‘rebel surrenderees’ by Philippine state forces on a September 19 press conference. However, they told everyone in that press conference that they were actually abducted, refuting statements and claims made by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). The NTF-ELCAC, established in 2018, through the Executive Order 70, is an inter-governmental task force by the Philippine government aimed at ending the five-decade long civil war in the country. However, instead of addressing the roots of armed conflict, its ‘whole-of-nation approach’ has only involved more government agencies with witch-hunts such as red-tagging and forced surrenders of peasants. Like Tamano and Castro, thousands of peasants around the country have been forced to ‘surrender’ through intimidation and violence, receiving meager aid.

Lahat ng ito ay sa kabila rin ng pag-grant sa proteksyon o ang Writ of Amparo at Habeas Data na ibinigay ng Korte Suprema sa kanila dahil sa pagkilala may naganap na sapilitang pag-dukot na nangyari at may batayan ang sinasabi nina Jhed at Jonila na banta sa kanilang buhay at seguridad. Mariing kinukundena ng Anakbayan ang desperado, sinungaling at mga mandurukot na NTF-ELCAC at Armed Forces of the Philippines na patuloy na ginigipit at pinapatahimik si Jhed, Jonila, at mga katulad nila na kabataang ipinaglalaban lamang ang karapatan sa lupa, kabuhayan at kalikasan ng mamamayan. Dapat ding buwagin ang NTF-ELCAC na tiyak walang ibang layon kundi supilin ang karapatan ng mga mamamayan at patuloy paring nagkakalat ng kasinungalingan para pagtakpan ang pag-apak ng estado sa karapatan ni Tamano, Castro, at ng buong sambayanan. JUSTICE SYSTEM IS CLEARLY NOT WORKING WITH WARRANT OF ARREST VS JHED AND JONILA –CHRISTIAN YOUTH GROUP Ecumenical youth group Student Christian Movement of the Philippines (SCMP) express grave condemnation over the news that today, February 20, that Bulakeño environmental activists Jhed Tamano and Jonila Castro, received a warrant of arrest from the military. This is in relation to an oral defamation case by the Department of Justice (DOJ) against the two. It can be remembered that the two were victims of abduction and mental torture by the 70th Infantry Battallion. They were abducted on September 2, 2023, but were surfaced as “rebel surrenderees” by the AFP and NTF-ELCAC, but they refuted this claim within the army’s own press conference on September 19. “The government has the guts to serve warrants to the two environmental defenders when state forces were the ones who abducted them in the first place!” Kej Andres @thekejofglory, SCMP National Chairperson condemned. “We cannot say that the justice system is working in the country under the Marcos Jr. regime with continued attacks against the youth and environmental defenders,” he added. Ever since they were released from military custody, the two received surveillance and threats from state forces. Threats of arrest have come from officials of the DOJ and the AFP. However, the Supreme Court granted a legal form of protection, through the writ of amparo, because of these situations. “There is the need to address massive displacement of fisherfolk and urban poor, as well as the destruction of the environment being caused by reclamation. Almost half a year has passed since President Marcos Jr. issued a verbal pronouncement ordering the suspension of reclamation projects around Manila Bay. Isang linggo bago ang ika-5 anibersaryo ng Manila Bay Rehabilitation Program, nakiisa ang Artista ng Rebolusyong Pangkultura (ARPAK) sa kilos-protesta na pinangunahan ng PAMALAKAYA sa tapat ng Department of Environment and Natural Resources (DENR), Quezon City ngayong umaga, laban sa hindi bababa sa 22 reclamation projects sa Manila Bay. Sa halip na kanselahin ang mga permit, pinapahintulutan pa ng DENR ang mga proyektong ito na wasakin ang Manila Bay sa pag-isyu sa kanila ng environmental compliance certificates (ECC). Kasama sa mga proyektong may ECC ang City of Peal Project sa Baseco (407 hectares), Navotas Coastal Bay Reclamation Project (650 hectares), at Bacoor City Reclamation Project (420 hectares). Muling ipinunto ng mga mangingisda na sa limang taong Manila Bay Rehabilitation Program na sinimulan ng dating rehimen ni Duterte, hindi nito nakamit ang layunin na mapabuti ang ecosystem ng Manila Bay. Sa likod ng huwad na “rehabilitasyon,” tuloy ang dredging at reklamasyon na nagdudulot ng pinsala sa karagatan para sa pang-komersyal at industriyal na proyekto ng malalaking negosyante. SAVE MANILA BAY! NO TO RECLAMATION! Last Saturday, we relaunched One with the Sea Project at Tanza Marine Tree Park in Navotas City, one of the coastal cities of Metro Manila. The coastal cleanup drive was joined by students and alums of the Biology Department of the Polytechnic University of the Philippines, SIBOL, and faculty members and SSLG President of Tondo High School. Together, we recovered a total of 47 sacks of solid wastes – composed of 22 sacks of rubber, 17 sacks of plastic bottles, 4 sacks of styrofoam, 3 sacks of glass bottles, and 1 sack of plastic cups – from the shores of the Tanza Marine Tree Park. Tanza Marine Tree Park is home to the remaining old-growth mangrove forests in Metro Manila and Manila Bay. Moreover, its mangroves and surrounding mudflats provide a sanctuary for migratory birds, crustaceans, and mollusks. One with the Sea Project aims to educate people in the conservation of our biological diversity and their habitats; to bring people closer to the waste problem in order to stem it at the source; to encourage communities to take collective responsibility for the natural environment around them; and to make Manila Bay safe for marine turtles and other marine organisms. This was in coordination with the Coastal Resource and Foreshore Management Section (CRFMS) of the Conservation and Development Division (CDD), DENR National Capital Region, and the Bantay Bakawans of Tanza Marine Tree Park. Mariin nilang iniulat na hindi pagdakip ang nangyari kay Jonila at Jhed, ngunit isa raw itong paglihis ng dalawa mula sa “leftist movement.” Kasabay nito’y ibinalita na pumirma sila ng affidavit of voluntary surrender habang nasa kustodiya ng kampo ng militar. Sa isang live press conference na inilunsad ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) kahapon, ika-19 ng Setyembre, buong tapang na isiniwalat ni Jonila ang katotohanan hinggil sa kanilang pagkawala. Taliwas sa mga iniulat ng pulisya, sina Jonila at Jhed ay dinakip ng mga militar at pinagbantaan upang ipalabas na sila’y boluntaryong sumurender sa pamamagitan ng kasunduan. Nakababahalang matapos ang press conference, na siyang binura rin sa facebook page ng NTF-ELCAC, ilang oras pang hawak ng militar ang dalawang kabataan kasabay ng mga protesta ng ligtas na pagpapalaya rito. Walang lugar ang karahasan sa pagtanggol sa ating kalikasan. Ikinukundena ng Youth Strike for Climate Philippines ang panggigiit ng estado sa katotohanan at boses ng ating kapwa tagapagtanggol-kalikasan, at pagtatakip sa karahasang dinaranas ng mga aktibistang Pilipino. Matatandaang nananatili ang Pilipinas sa pinakadelikadong bansa sa Asya para sa mga environmental defenders ayon sa kasalukuyang ulat ng Global Witness 2022. ACTIVISTS ARE NOT TERRORISTS! Environmental activists Jonila Castro and Jhed Tamano exposed the lies of NTF-ELCAC and just said in a press conference that they were abducted, illegally detained and forced to sign false affidavits by the military and police. The two young environmental defenders were abducted on September 2nd by four armed men in Brgy Lati, Orion, Bataan, where Jonila and Jhed were preparing relief operations and consultations among the community. The two youth are of AKAP Ka Manila Bay (not related to Angat Kalikasan Pilipinas), a network of advocates that oppose destructive reclamation projects in Manila Bay. Last Friday, NTF-ELCAC surfaced Jhed and Jonila and claimed they were “rebel surrenderees.” The NTF-ELCAC has a long history of tagging activists as terrorists. Prior to their abduction, they faced intimidation and harassment. In NTF-ELCAC’s press conference this morning, Jhed and Jonila explained how they were abducted by the military and are not terrorists or rebel surrenderees. The bravery of Jhed and Jonila calls us to hold accountable those who use power and influence to violate human rights. We, Angat Kalikasan Pilipinas, proudly stand with and support environmental activists who tirelessly dedicate their time and efforts to protect our environment and the lives depending on it. BREAKING | Two Environmental Student Activists Reveal Details of Abduction After Surfacing in Plaridel, Bulacan Earlier today, Jhed Tamano and Jonila Castro denied the claim that they surrendered in a press conference by the NTF-ELCAC. Castro emphasized at the conference that they were only student activists against the reclamation projects in Manila Bay. However, the armed personnel abducted and forced them to surrender due to threats against their lives. Their sudden disappearance happened last September 2, 2023, in Orion, Bataan. The two student activists were preparing for their relief operations in Bataan when armed personnel in a gray SUV took them.
