An update from @royal_lepage on what we can expect for the real estate market in 2024. 📰 Spring is normally the most active period for Canada’s real estate market – the arrival of warmer weather triggers an increase in buying and selling activity across the country. In 2024, the traditionally-busy spring market kicked off early and is facing additional pressure, as homebuyer hopefuls who have been sitting on the sidelines jump back into the market ahead of anticipated interest rate cuts, and the tight competition and higher home prices that will inevitably follow. Royal LePage® is forecasting that the aggregate price of a home in Canada will increase 9.0% in the fourth quarter of 2024, compared to the same period last year. Based on stronger-than-expected first quarter results, the previous forecast has been upgraded nationally and in most major markets. “Consistent with our previous forecast, the market did reach a critical tipping point in the first quarter of 2024, when home prices bottomed out and began to appreciate again. Toronto's spring market is heating up! 🏡🔥 Storey's has a great article out and they share that with Good Friday falling in March this year, last month was a quieter one for Greater Toronto Area home sales compared to the year prior. Yet, sales were up close to 17% compared to February. In addition, the figures show that sales recorded over the first quarter of the year were up 11.2% compared to the same period last year. Meanwhile, on the inventory front, new listings were down 3% over February, but up 18.3% in the first quarter and 15% year over year. While the housing market picture, on the whole, was a bit nuanced last month, TRREB President Jennifer Pearce said that the numbers were encouraging, and bode well for how the rest of spring will play out. The Bank of Canada (BoC) chose to hold its policy interest rate on Wednesday, marking the fifth consecutive rate announcement where the central bank has held steady. Although inflation ticked down closer to the BoC’s 2% target in January, hitting an annual rate of 2.9%, BoC Governor Tiff Macklem has long maintained that a sustained trend of low inflation needs to be seen — not just one or two months — before rate cuts can be considered. The bank appeared to hold this position on Wednesday. “The Council is still concerned about risks to the outlook for inflation, particularly the persistence in underlying inflation,” the rate announcement reads. “Governing Council wants to see further and sustained easing in core inflation and continues to focus on the balance between demand and supply in the economy, inflation expectations, wage growth, and corporate pricing behaviour.” The bank did note, however, that they “expect inflation to remain close to 3% during the first half of this year before gradually easing.” With the housing market seeing increased demand, and mortgage costs being the largest contributor to inflation, the BoC has remained wary of introducing rate cuts too soon and risking another housing market surge, pushing home prices up to even more unaffordable levels. The bank reaffirmed this during the announcement, noting that “shelter price inflation remains elevated.” Wednesday’s hold came as no surprise to market experts, who for months now have predicted that rate cuts likely won’t happen until spring at the earliest, with some even predicting borrowers will have to wait until fall for some relief. An important note for landlords and investors! It’s been just over a year since the City of Toronto adopted a regulatory framework for multi-tenant houses, more colloquially known as rooming houses. The new framework, along with expanded, citywide allowances, will go into effect at the end of next month. The main thing to note is that all rooming house operators will be required to obtain a licence starting on March 31, 2024. To obtain a licence, operators will need to have a property maintenance plan, which will need to include processes for tenant service requests, pest management, and waste management and collection. Operators will also need to adhere to parking requirements preset by the City, which call for at least two parking spaces per rooming house (with up to six units) unless the area is well-served by transit and well-connected to Toronto proper. Meanwhile, the City will create a dedicated enforcement team, doll out steeper fines for property standard violations, and rolling out an engagement program to help educate owners, operators, tenants, and communities on the new regulations. As mentioned, the new framework for rooming houses will go into effect at the end of March. In the meantime, the City will host an information session next week for anyone wanting to learn more about the new rules, the roles and responsibilities of operators, and the new licensing process. Toronto’s Vacant Home Tax is in effect for its second year, and the deadline for homeowners to declare their property’s occupancy status is fast approaching. Homes that are unoccupied for more than six months out of the calendar year are considered vacant and will be subject to the tax, which has been upped from 1% for 2022 to 3% for 2023. Per the City of Toronto’s parameters, homeowners have until Thursday, February 29, to declare the 2023 occupancy status of their residential property, and are encouraged to submit their declaration through the City’s online portal. The goal of the Vacant Home Tax is to free up the housing supply in the city by de-incentivizing homeowners from leaving residences unoccupied. 🏡 Home sales across the Greater Toronto Area (GTA) picked up noticeable steam in January, despite the cold winter months typically seeing a downturn in buyer activity. The first month of the year saw a total of 4,223 home sales in the GTA, according to the latest data from the Toronto Regional Real Estate Board (TRREB), which is not only up significantly from the 3,444 sales that took place in December (+22.6), but is up even more compared to the 3,083 sales seen in January 2023 (+37%). This boom comes "as some homebuyers started to benefit from lower borrowing costs associated with fixed-rate mortgage products," TRREB notes. Interest rates on five-year insured fixed interest rates began slipping below 5% at a number of lenders in Ontario towards the end of December thanks to the bond yield market having cooled in the preceding month. TRREB President Jennifer Pearce called it a "positive start to 2024," and hinted at a further bump in demand that will come once the Bank of Canada begins lowering its policy interest rate, which currently sits at 5%. The increase in sales was seen across all housing types, with townhomes leading the way with a staggering 54.5% year over year increase. They were closely followed by semi-detached homes (+42.9%) and condo apartments (+41.0%). As sales grew, so too did listings, with 8,312 new homes coming onto the market in January. However, on a seasonally adjusted basis, the number of new listings did not keep pace with the increase in sales, meaning market conditions tightened last month. Following several years of unprecedented ups and downs, Canada’s housing market could return to more normal levels of activity and price trends next year. Read Royal LePage’s 2024 Market Survey Forecast below for national and regional insights.
