Palacios, for an outreach to Rota, and successfully signed up over 20 families to avail free early detection services for infants and toddlers with developmental delays at no cost. The “Child Find and Public Awareness” activities of PSS Early Intervention Program were held on April 22 and 23 on Rota. Twenty-four families signed up, the biggest number yet for Rota in recent years. The activities include a screening outreach for parents, infants, and toddlers at the Rota Aging Center, which was aimed at early detection of developmental disabilities. Guam is an organized, unincorporated territory of the US in the Micronesia subregion of the western Pacific Ocean. The first European to travel to Guam was the Portuguese Ferdinand Magellan; he sighted the island on March 6, 1521 during his fleet’s circumnavigation of the globe. After almost four centuries as a part of the Kingdom of Spain, the United States occupied the island following Spain’s defeat in the 1898 Spanish-American war, as part of the Treaty of Paris of 1898. During World War II, the Empire of Japan attacked and invaded the island in 1941 (battle of Guam) on December 8, at the same time as the attack of Pearl Harbor. When the US closed Subic and Clark bases in the Philippines in the early 1990’s many of the forces stationed there were relocated to Guam. “Where America’s day begins” is an unofficial but frequently used territorial motto which refers to the island’s proximity to the International Day Line. #HEADLINE U.S. District Court of the NMI Chief Judge Ramona V. Manglona was sworn in yesterday to officially begin her second term as a district judge. Chief Judge Frances M. Tydingco-Gatewood of the U.S. District Court of Guam administered the oath virtually before Manglona’s family, court staff, and friends. President Joe Biden appointed Manglona for another 10-year term as a judge of the U.S. District Court for the NMI. Last Tuesday, the U.S. Senate confirmed her nomination by an overwhelming bipartisan vote of 96-2. Manglona became a federal judge in 2011, when President Obama first appointed her. She is the first person from the Northern Mariana Islands to serve as a federal judge. “I am truly grateful to President Biden for this appointment, and to the United States Senate for their bipartisan vote of confidence on my nomination, bestowing on me the privilege and honor to continue serving on the federal judiciary,” said Manglona. While this might seem like harmless up-cycling, plastic consumption by seabirds (including chicks) is a huge and deadly problem. While efforts to tackle plastic pollution needs to be directed at the source (big business) and not the consumer, there are things that we could do as a community to improve plastic pollution. Across the islands, plastic that’s been left at the beach or in the jungle is a common sight. First instinct, what kind of bird is this!? If this is all you saw of this often shy bird, you might tempted to think it’s a jungle chicken, but it’s actually an endangered species called the Sasangat or Micronesian megaopode (swipe right for more photos and videos). Although chicken-like in some ways, megapodes are a very unique group of birds because of their nesting habits. Rather than sit on their eggs to incubate them, they bury them in the ground like turtles, using solar energy, volcanic activity, or microbial decomposition to heat them. The chicks will eventually dig their way out from their underground nursery over the course of 1-2 DAYS! They are a “super precocial” species, which means that when they hatch they are completely developed, ready to fly, and able to live independently. Currently, there are at least two of these rare birds on Managaha, which is where these photos were taken. It would be nice to see some signage on the island informing visitors about these birds as tourists do not know to give these birds the special respect they deserve. The agreement streamlines how Manibusan and DOT will work together to review consumer complaints and identify violations of federal aviation consumer protection requirements. The new process for addressing consumer complaints against air travel companies, outlined in a memorandum of understanding between the CNMI Office of Attorney General and the DOT, reinforces state and federal commitments to protect the rights of the travelers. The CNMI is one of 25 states or territories that either signed an MOU with the DOT or expressed an interest in executing such an agreement. This action comes at a time when complaints about flight disruptions, lack of refunds, and lost or delayed baggage continue to be core passenger concerns.
