Last week, the Philadelphia Coalition for Affordable Communities launched Defending our Right to Stay, a Housing Justice Campaign and report that highlights housing disparities around housing resources in Philadelphia. In the report, the Philadelphia Coalition for Affordable Communities outlines the housing crisis in Philadelphia, sharing that: - Income in Philadelphia is not keeping pace with rising housing costs - Every council district is affected by housing insecurity. More than 35% of renters and more than 20% of homeowners are housing cost burdened in every district. - City housing programs are not reaching those who need them the most: 30% of Phildealphia households earn less than $30,000 per year, yet residents who earn over $68,000 per year are eligible for the majority of the City's affordable housing programs. The campaign shares that to meet the current need for affordable housing for the lowest income households in Philadelphia, the City needs to commit to spending half of all housing dollars on households who need them the most (those earning $28,600 per year or less) and at least 55,000 additional units that rent for less than $750 per month. In a recently published report, the Kensington Planning Process outlined several data points on the housing crisis in Kensington that places residents at a significantly higher risk of displacement here than the rest of Philadelphia. Combine this with some of the oldest housing stock in the city which requires cost-prohibitive upkeep, repairs, and maintenance, and these conditions create a housing market in Kensington that’s ripe for exploitation. But a growing number of residents are joining an ongoing process to determine what their most urgent priorities are for addressing Kensington’s intersecting crises - so far, this process has yielded increased participation, proper strengths-based roles, clear support for the idea that residents should be active drivers in any process or deployment of resources, and increased investments in community-defined priorities. Last week at a press conference, the Kensington Planning Process announced the availability of $3.5 million from opioid settlement funds for home repairs and eviction and foreclosure prevention for residents in Kensington. “We recognize that many of our residents are at severe risk of being displaced – not just displaced by the pressures of the opioid epidemic that we’re experiencing, but also by some of the potential progress that is coming,” Bill McKinney, NKCDC’s executive director, said at the press conference last week. Opioid settlement funds for home repairs and eviction and foreclosure prevention will help keep over 600 families in their homes. 68% of homeowners and 48% of renters in Kensington make less than 80% Area Median Income ($29,000 compared to the Citywide AMI at $53,000). Yet many city programs aiming to create housing stability for low-income areas are geared towards 80% AMI. Meanwhile, these maps show that market rate housing is being developed along the Market-Frankford Line at an increasing rate. Over 4,100 new units have been built or are proposed in the area, a majority of which 1- and 2-bedroom market rate rentals and single-family units for sale. The Philadelphia Navy Yard will soon have new, private housing for the first time in almost 30 years. The sprawling office and industrial park, with its riverfront trails and rusting hulks of old warships, will see the groundbreaking Oct. 24 of a 614-unit residential project. “We don’t have the opportunities to create new neighborhoods in an urban environment, well, really ever,” said Brian Cohen, managing director of Ensemble Investments, which is involved in the project. “We think that this sets the stage for what we want the Navy Yard to be, which is a neighborhood that’s representative of Philadelphia that’s inclusive of people of all incomes and backgrounds.” Developed by Ensemble/Mosaic and Korman Communities, the project will be split into two buildings. In April 2022, city officials gathered in West Philadelphia to announce a plan to build 1,000 homes for first-time buyers by giving away city-owned land to private developers and subsidizing mortgages. On Thursday in South Philadelphia, officials celebrated the first person to move into a home built through the city’s Turn the Key program, a $7 million initiative that represents Philadelphia’s largest investment in building income-restricted housing in decades. Turn the Key is part of City Council’s $400 million Neighborhood Preservation Initiative, a plan that includes building and preserving affordable housing and helping first-time home buyers in a city that has a tradition of home ownership but where rising costs are pushing the milestone out of reach for more Philadelphians. Owning property is how most households build wealth that can be passed down through generations. Turn the Key is open to Philadelphia buyers who have never purchased a home or have not owned one in the last three years. Fasten your seat belts – Federal Reserve Chairman Jerome Powell isn’t done with rate hikes. In a speech this morning before an economic policy symposium in Jackson Hole, Wyoming, Powell insisted that the central bank’s goal of driving inflation down to 2% may require a continuation of its ongoing policy. “Although inflation has moved down from its peak—a welcome development—it remains too high,” Powell said. “We are prepared to raise rates further if appropriate, and intend to hold policy at a restrictive level until we are confident that inflation is moving sustainably down toward our objective.” Powell insisted that the 2% goal “is and will remain our inflation target,” but he admitted achieving this result will not be easy. “There are some challenges that are common to all tightening cycles,” Powell continued. “For example, real interest rates are now positive and well above mainstream estimates of the neutral policy rate. We see the current stance of policy as restrictive, putting downward pressure on economic activity, hiring, and inflation. But we cannot identify with certainty the neutral rate of interest, and thus there is always uncertainty about the precise level of monetary policy restraint.” “These uncertainties, both old and new, complicate our task of balancing the risk of tightening monetary policy too much against the risk of tightening too little,” he added. “Doing too little could allow above-target inflation to become entrenched and ultimately require monetary policy to wring more persistent inflation from the economy at a high cost to employment.
