After many, many years the Kīpahulu community-based subsistence fishing area (CBSFA) rule package is now heading to the BLNR for decision-making for possible adoption this Friday, January 12, 2024. 
Why is this significant to all community-based mālama ʻāina efforts mauka to makai?  Presently there is no other law like the Hawaiʻi CBSFA law. This law allows a community to co-govern and co-manage their fishery in partnership with the state based on the Native Hawaiian customary and traditional subsistence practices of a place. Building a movement for community driven mālama ʻāina mauka to makai cannot grow without pathways like this and currently it is the only one like it. Efforts for similar community to government co-governance efforts are emerging up mauka and in the loʻi and may one day need similar policies to support them. Efforts makai can lead to shifts in policy, resource flows, relationships, culture, habits, and mindsets that better support work up mauka.    It was the community-based natural resource management efforts with another of our founding community efforts at Moʻomomi, Moloka’i that inspired creation of the CBSFA law and the first convening of E Alu Pū back in 2003. E Alu Pū has grown from just over 10 community mālama ʻāina initiatives to over 40. From E Alu Pū, grew KUA. We kākoʻo the Kīpahulu CBSFA and see it as strategic for all community mālama ʻāina efforts! We look forward to seeing you all tomorrow! Kīpahulu 'Ohana expresses our deep gratitude for the support of Mayor Victorino, @countyofmaui Open Space Fund, Allison Cleghorn with Office of Climate Change Resilience and Sustainability and Guy Hironaka with Finance Department, Councilmember Shane Sinenci and all of the Maui County Council members, Shae Kamaka'ala and Hawai'i Land Trust @hilandtrust, Lisa Starr Land Co., and Jerry and Susan Leider and Adam Falb, for all their support in the acquisition of 'Ōpelu Point and its return to community ownership and stewardship! 🙏🙏 This 9.5 acre parcel in Kīpahulu overlooks Lelekea Bay and is a traditional observation point for the Kīpahulu community to manage and maintain a healthy fishery. ʻŌpelu Point will provide a place to hold educational programs teaching current and future generations about Kīpahulu’s traditional fishery management methods and can serve as a home base for the proposed Kīpahulu Moku Community Based Subsistence Fishing Area (CBSFA). In addition to being returned to community ownership, ʻŌpelu Point is now also permanently protected by a conservation easement co-held by Hawaiʻi Land Trust and Maui County. On Oct 15, brothers Kaneholani and Pekelo Lind represented Kīpahulu Moku in the Aloha week parade as Co-Grand Marshalls 🌺🤙 Lineal descendants of Maui Hikina, they are 10th-generation Hawaiian practitioners. They are fishermen, farmers, kalo growers, and hunters. They are proud graduates of Hana High and Elementary School and fathers who love their families and raise them to carry the traditional ways of life. For over ten years both brothers have been involved in a movement spearheaded by their father, the late John Lind. Along with the community of Kīpahulu, they worked towards creating policy and rules to care for fish and ocean resources in Kīpahulu Moku, from mauka to makai. The joint effort is paying off! After undergoing the State of Hawaii’s long process, a BLNR board hearing is expected in early 2023 to allow Kīpahulu a chance at a marine reserve CBSFA or Community Based Fishing Subsistence Area. Mahalo to Junior Kekiwi and Nā Moku 'Aupuni 'o Ko‘olau Hui @namokuaokh for hosting us at their lo‘i restoration site in Wailuanui on 10/14! 🌱❤ Through the B-WET grant, personalized stewardship action projects are provided with the 'Ohana and our partners’ restoration sites, where students learn about traditional and ongoing methods of natural resource management. We were joined by Māhealani Bambico, Hawaiʻi B-WET Coordinator with NOAA, Brianna Craig, science teacher at Hāna School, and students as an effort to integrate community stewardship with science-based programs. Last weekend, Kīpahulu ʻOhana got to join the rest of Maui Nui Makai Network for our semi-annual gathering. Kīpahulu ʻOhana wants to send mahalo to everyone who came out for our ʻohana work day this past Saturday. Our next work day will be Saturday, October 29. ‘Ohana, community members and visitors welcome! All ages welcome. Come prepared to get muddy! Bring water and snacks, sun protection, hand tools, weed eaters, dry change of clothes, and something to share for lunch. Tasks may include weeding in the taro patch and ‘auwai, weed eating banks, preparing new patches, planting huli, and harvesting depending on what needs to be done that day and the size and interest of the group. Kapahu Living Farm is located the Kipahulu section of Haleakala National Park. Look for a dirt road mauka just on Hana side of Oheʻo Stream bridge in Haleakala National Park. A sign will be posted. (If coming from Hana direction, go past the Mother Mary shrine and then around the corner and down the hill, then look for the road on the right. This type of knowledge is treasured, and we are so thankful to those who have shared their 'ike for this post. We'd love to hear from you 👉 what are other ways you prepare and eat ʻopihi? 🌊🌊🌊 ʻOpihi are a cherished delicacy and are important to Hawaiian culture, even though gathering them can pose a big risk! 'Opihi were a major food source in early Hawai'i and were gathered for tools, jewelry, or for religious rituals. To this day, it is a common food source that people enjoy and rely upon. In Kīpahulu, we ask that you stick to a bag limit of 40 ʻopihi in harvestable areas and only pick 'opihi between 1 1/4 inch to 2 inches in size. Why enforce a bag and size limit? Kamalei Pico grew up in Hāna and is a graduate of University of Hawai'i Shidler School of Business. She now lives in Kīpahulu with her ʻohana and teaches her keiki about the traditional Hawaiian subsistence lifestyle through loʻi farming, mālama i ke kai, and aloha ʻāina. Kīpahulu residents place a high value on subsistence fishing and gathering activities, Hawaiian practices, and values. Their community’s identity is defined by a heritage of sharing and reciprocity, including the sharing of food gathered through subsistence. Subsistence gathering is important for small, rural communities to help supplement lower-income residents, reduce dependence on purchased food, and to provide a healthy, traditional diet for Hawaiian families. Last week, Kīpahulu ʻOhana joined the entire @mauinuimakainetwork on a huakaʻi over to West Hawai'i hosted by the Kai Kuleana Network. There are some harvesting practices in Kīpahulu that are just common sense and automatic! This Kumu Kānāwai (Code of Conduct) was developed with input from the community, lawaiʻa, and gatherers. These are not enforced rules, but rather values that represent our connection to place, respect for each other, and love of Kīpahulu. Uncle Greg and Uncle Bruce Lind have spent their lives hunting, fishing, and caring for the resources in Kīpahulu. They are long time aloha 'āina of Kīpahulu and inspire the keiki, mo'opuna, and future generations of Maui Hikina through their actions and mana'o. On the eve of World Oceans Day, Division of Aquatic Resources (DAR) along with Kīpahulu Moku held a public scoping meeting to receive feedback about proposed rules for the proposed Community-based Subsistence Fishing Area (CBSFA) designation. The Division of Aquatic Resources will be hosting a virtual public scoping meeting regarding the proposed management plan and rules for the Kipahulu Moku Community Based Subsistence Fishing Area (CBSFA) on Tuesday, June 7, 5:30-7:30p. Fishers and ocean users are encouraged to participate as there will be an overview presentation of the proposed area and regulations for the CBSFA, as well as an opportunity for you to share your thoughts and give input. Kipahulu Ohana, Inc. has been working with DAR through the CBSFA process. Proposed boundaries of the CBSFA are from Kālepa Gulch to Pua‘alu‘u Gulch out to 60-meter depth, spanning roughly 5.7 miles of coastline & 1,650 acres of submerged area. The community is proposing regulations for akule, ‘omilu, kala, kole, moi, ‘opihi and ula, plus other gear restrictions and no take while night diving within the CBSFA boundaries, and fish and 'opihi sanctuary areas.
