Four persons were arrested for impersonating officers of the Criminal Investigation Department and demanding a bribe of Rs. 10 million. The Bribery or Corruption Investigation Commission said that the suspects were apprehended yesterday (29) in Kollupitiya based on a complaint by a resident of Dehiwala. They said that a search was carried out in a house located in Kollupitiya and Rs. 12 million in cash and 3,500 US dollars belonging to the complainant were taken by the suspects, claiming that there was an investigation against the complainant. Later, the suspects visited the house and confiscated the passport of an Indian who was working there. Four underage girls raped in Moneragala District. Four incidents of rape involving underage girls have been reported today from the Buttala, Wedekumbura, Kudaoya and Wellawaya police areas in the Moneragala district. A 13 year old school girl of Katugahagalge in Buttala had been abducted and raped by a young man and the suspect was arrested on April 27 during investigations of her mother’s complaint that she had gone missing after she went to school on April 19. Investigations revealed that she had been in love with her elder sister’s lover and had eloped with him. The 25 year old young man had taken her to a lodge in Wellwaya area and raped her for about a week and later at a lodge in the Awissawella area. Buttala police are conducting further investigations. A 15 year old school girl of Wedikumbura in the Moneragala police area had been raped by her 17 year old lover. Her parents told police that they warned the girl to give up relations with the young man, but she had eloped with him. Investigations revealed that they had lived as husband and wife at a house in the Medagama area. A police team under HQI Moneragala Police P.S. Chaminda is conducting investigations to arrest the young man. In another incident, a 15 year old schoolgirl of Thelulla in Ethiliwewa in the Kaduaoya police area had been raped and impregnated by a 22 year old man. When she complained of stomach ache she was admitted to hospital where she had delivered a child. Investigations revealed that she had been in love with the young man since June 2023 and that he had raped her at times when she was alone in the house. The suspect was arrested by Kudaoya police. OIC Kudaoya police S.T.M. Riyaz is conducting further investigations. Meanwhile an individual who raped his 12 year old daughter was taken into custody by the Wellawaya police. The 47 year old suspect was produced before court and remanded till May 07. The decision to not hold the annual SMMT International Automotive Summit in Sri Lanka for 2025 was influenced by the prevalence of beggar menace at traffic lights in Colombo, Sri Lanka Automobile Association Secretary Devapriya Hettiarachchi yesterday said. Speaking to the media, he said that Sri Lanka hosted the Asia Pacific Region II meeting associated with the SMMT International Automotive Summit conference in Colombo in 2015, with 150 delegates in attendance. He further noted that a General Meeting took place in Rwanda, where Sri Lanka submitted a bid to host the SMMT International Automotive Summit conference in 2025.. "The delegates who attended the meeting observed beggars soliciting at traffic lights within Colombo city limits, causing unpleasant experiences and significant traffic disruptions as they traveled to various locations in Colombo," he said. Winning the bid would have brought numerous delegates from various countries to Sri Lanka for the event, generating substantial foreign income for the country, he said. However, the message received from the annual General meeting held in Rwanda stated that they cannot host the SMMT International Automotive Summit conference in Sri Lanka due to the beggar menace at traffic lights within Colombo city limits. They also said that providing aid to beggars within the city limits would tarnish the reputation of our country. Therefore, they urged us to take measures to address this situation in Colombo if Sri Lanka intends to host the significant automotive industry gathering in 2025. Heavy taxes for public, duty free vehicles for MPs, senior officials? Despite the public being heaped with tax burdens and a soaring cost of living, parliamentarians, along with public servants in the executive category, are set to get concessionary vehicle permits soon, the Daily Mirror learns. As many as 102 MPs out of the total 225 in the House had placed their signatures by yesterday on a letter submitted to Speaker Mahinda Yapa Abeywardena asking for permits to import vehicles under duty-free conditions. Many more are planning to join the request in the days to come. The MPs who served in the previous Parliaments received such permits. However, the MPs who were elected to the House at the 2020 General Election did not receive this benefit because of the economic crisis. An informed source, on condition of anonymity, told the Daily Mirror that the MPs, particularly those elected for the first time, are concerned whether they will be deprived of this benefit in case Parliament is dissolved ahead of the time scheduled for 2025. The Presidential Election is due to be conducted in early October this year. Whoever wins, it is likely that Parliament will be dissolved soon after to get a fresh mandate to form a new government and a Cabinet. The MPs’ request will be referred to the House Committee for approval. According to the source, concessionary vehicle permits will be issued to MPs in terms of a common criterion applicable to executive graders in the public service, such as doctors. In the past, it was common to note the MPs selling off their vehicle permits to wealthy businessmen and earning multi-million rupees. Businessmen who secure permits are used to import luxury vehicles using duty-free benefits. Income tax payment methods limited. As per the recently issued gazette notification, the income tax payments can only be made using three methods. The methods are by depositing cash, depositing pay order or bank draft or by the use of Online Tax Payment Platform (OTPP). While previously tax payments may have been made by cheque, the recent gazette notification does not identify payments via this avenue as an accepted method. Accordingly, the income tax payments, including payment of taxes administrated under the Inland Revenue Department, will not be allowed to be made by cheque. However, the payment methods highlighted in the April 4 gazette only apply to the tax payments under the provisions of Inland Revenue Act No. 24 of 2017. That is for Corporate Income Tax, Personal Income Tax, Withholding Tax, Advance Personal Income Tax and Capital Gain Tax. Sri Lankans rich in financial knowledge but poor in practice: CB. The financial knowledge of Sri Lankans is at satisfactory levels when compared with the other countries but the island nation is lagging behind financial behaviour, the financial sector regulator, the Central Bank said. With the results of the Financial Literacy Survey highlighting more is to be done in improving financial behaviour in the country, the Central Bank asserted that this demands the “careful consideration” of the policymakers. Financial behaviour refers to the way a person manages his or her money, makes financial decisions and deals with financial issues. “Translating financial knowledge into actual financial behaviour is a multifaceted issue stemming from a range of reasons such as issues in financial attitudes, behavioural biases, lack of practical experience, socioeconomic barriers and emotional factors,” the Central Bank pointed out in its recently published Annual Economic Review 2023. “These elements collectively contribute and widen this gap, making it challenging for individuals to apply their understanding of financial principles in real-world scenarios effectively,” it added. The Central Bank went on to stress that poor financial behaviour intensifies the vulnerability of individuals to economic shocks. It contributes to macroeconomic instability through reduced savings and higher debt, increases inequality and also impacts public resources, due to increased reliance on government assistance programmes. However, even though there is no gender gap observed in financial inclusion, a modest gender gap was observed in the financial literacy levels of Sri Lanka. The political parties should publicize their election manifestos well in advance of any election, be it a Presidential or Parliamentary poll, to create a better and responsible political culture in the country, the Peoples' Action for Free and Fair Elections (PAFFREL) said. What is actually happening in Sri Lanka right now is that the political parties present their policy statements merely a month or so in advance of an election. Thus, the public will get no chance to build a fruitful discussion on them, the polls observer said. Executive Director PAFFREL Rohana Hettiarachchi made these remarks while addressing a programme held in Colombo to raise awareness on creating a responsible political culture by encouraging political parties to present responsible and timely policy statements.
