President Yoon Suk Yeol stressed that it's in both Korea and Japan's national interests to normalize relations to better respond to security issues following his summit with Japanese Prime Minister Fumio Kishida on Thursday. "Korea's national interest is not a zero-sum relationship with Japan's national interest," said Yoon, adding that the normalization of bilateral relations will be helpful to the security of both countries in a joint press conference with Japanese Prime Minister Fumio Kishida in Tokyo. The ROK Ministry of Foreign Affairs (MOFA) announced that it discussed matters to resolve the force laborer issue with the Japan MOFA on Nov. 24 in Tokyo, Japan, and was able to narrow it down to two options out of multiple ways for compensating the victims. This discussion was following the agreement between Yoon and Kishida during the summit meeting in New York and Phnom Phen to continue bilateral talks regarding the issue. The forced labor issue started in 2012 as five Korean forced labor victims filed a lawsuit against Mitsubishi, a Japanese Heavy Industries group, for proper compensation for the labor forced on them during the Japanese colonial period. In 2018, the ROK Supreme Court of Justice ruled that Mitsubishi should pay each victim approximately 100,000~150,000 USD. Mitsubishi, however, refused to abide by the court ruling, and the Japanese government argued that the compensation issue was fully and finally resolved by the [Agreement on the Settlement of Problem concerning Property and Claims and the Economic Cooperation between the Republic of Korea and Japan] in 1965. In opposition to the court decision, Japan retaliated by putting economic sanctions against the ROK, and the ROK terminated the General Security of Military Information Agreement (GSOMIA) in response and brought the case to the World Trade Organization (WTO). The relationship between the two countries aggravated since then, but then-presidential candidate Yoon promised during his campaign in 2022 that he would recover the relationship and security cooperation with Japan. After taking the office, President Yoon had meetings with Japanese PM Kishida two times and sent a ROK Navy combat support ship to the Japan fleet review in Nov 2022 for the first time in seven years as a gesture of recovery of the relationship. There is a prospect that the issue would be settled before the end of this year, but the ROK MOFA expects it to take more time than that. . 한국과 일본 사이의 기러기 편대는 끝났는가 60년대 중반부터 한국은 주로 일본에서 원자재, 부품을 수입해 기계 제조 및 조립과 가공을 거쳐 미국 시장에 수출해 빠른 속도로 경제 성장을 달성했다. 이를 “한강의 기적”이라 불린다. 한국은 오랫동안 일본의 경제 발전을 모델삼고 정부 주도의 수출지향형 발전 전략을 채택해 일본이 주도하는 동아시아 지역의 ‘기러기 편대’의 일원이 되었다. 1966년부터 1978년동안 한국의 대외 수출입은 일본이 40% 가량 차지했다. 삼성의 창업주 이병철은 매년 초 일본을 방문해 Sharp, Nippon Steel, Itochu 등 일본 대기업 회장들과 자주 교류하고, 회사 경영진의 70%가 일본어를 구사할 수 있도록 교육했다. 1985년 일본은 미국과 “플라자협정”을 맺은 뒤 엔고 현상을 빚어 한국에 투자를 늘렸다. 90년대 들어 일본은 버블 경제 붕괴 이후 해외 투자를 크게 줄였다. 1992년 한국의 해외기술 도입에서 미국이 일본을 앞질렀고, 비슷한 시기에 일본은 투자 중심을 한국에서 중국과 아세안 지역으로 옮기기 시작했다. 이후 1997년 외환 위기를 계기로 한국정부는 국내 소재 및 부품 제조 육성하고 2000년에 <부품 소재 특별조치법>제정했다. 이후 한국 기업은 반도체 메모리, LCD장치 등의 분야에서 점차 세계 선두권을 차지하게 되었고, 특히 삼성, SK 등 한국 대기업은 세계적인 전자제품 제조업체로 부상했다. 이에 비해 일본은 Sony, Panasonic, Toshiba 등 전통적인 대기업들이 한국에 크게 뒤쳐져 한국 전자산업에 위기감을 느꼈다. 이후 경제협력개발기구(OECD), 주요 20개국(G20) 회원국으로 올라서면서 한일간 경제 격차가 크게 줄었다. 1970년 한국의 GDP는 일본의 1/30 수준이었는데 2018년에는 1/5로 줄었다. 2018년, 한국 1인당 국민 소득은 3만600달러로 일본의 80%에 육박했고, 특히 반도체 분야는 이미 세계 선두권에 올라와 있었다. 2019년7월 한국은 일본의 주요 반도체 원자재 수출 단속에 이어 한일 양국이 무역 화이트리스트에서 서로 삭제하고, 한국은 <한일군사정보보호협정(GSOMIA)> 재체결을 거부함에 따라 서로 할퀴는 관계는 1965년 수교 이후 최악으로 치닫았다. 문재인 대통령은 2020년7월9일 반도체 재벌 SK 하이닉스 이천공장을 둘러보면서 “대한민국은 위기를 오히려 기회로 삼아야 하고, 우리는 일본과 다른 길을 걸을 것” 이라고 강조했다. 이에 따라 한일의 일방적 의존관계 위주였던 ‘기러기 편대’ 모델은 ‘대등한’ 협력 관계로 바꿔었고, 협력보다는 산업기술 경쟁이 두드러졌다. #한일협정 #GSOMIA#문재인대통령#무역#중국무역#일본무역#삼성 #SK#반도체#중국경제#중국신문#중국기사#중국#한중무역#中韩经济#中日韩#贸易#经济#동북아경제#동북아연구

韓国 文在寅大統領。 何やら切羽詰っておられるようで、 無理筋でも反日強調姿勢を打ち出さなければならないようだ。 WTO提訴に、GSOMIAからの撤退示唆。そして徴用工問題に伴う差押え命令決定の公示送達。 ホワイト国からの除外により、特定品目輸出優遇措置の解除を韓国に対し行っている日本ではあるが、 韓国文在寅大統領が必死になっているのは、どうやら日本の行う措置が理由ではないようだ。 韓国国内で巻き起こっている、慰安婦支援団体の支援金、援助金不正流用事件が理由のようだ。 文在寅大統領がどこまで慰安婦支援団体から利益を得ていたかまでは分からないが、 これまでの慰安婦問題対応を見れば、支援団体との関係深さが見えてくる。 文在寅大統領も支援団体も慰安婦を喰い物にして権力や財力、利権を得てきたのである。 それがバレた結果、視線を日本に向け、親日のし向けた嘘の話し、 日本がし向けた策であったとでも言いたいらしく、 そう仕向けるがために、矢継ぎ早に無理筋な策を繰り出し日本政府を慰安婦支援団体資金不正流用問題の土俵に上げようとしているようだ。 さて安倍晋三氏率いる日本政府はどういなすのか、 正面から受けたり、ただ静観しているとすれば、文在寅大統領の思うツボだろう。 いなしながら次の制裁措置を打つ。 これが韓国文在寅大統領を黙らせ、韓国国民に本質を理解させる唯一の策である。 さて無知無能・幼稚で稚拙な安倍晋三氏と取巻きに出来るでしょうか。 #韓国 #韓国大統領 #文在寅 #文在寅大統領 #安倍晋三 #WTO #提訴 #GSOMIA #撤退 #慰安婦問題 #徴用工問題 #支援団体 #流用 資金 #不正 #韓国国民
