Badruddin Ajmal, the leader of the All India United Democratic Front (AIUDF), on Wednesday, declared that Prime Minister Narendra Modi's ambition of '400 paar' (crossing the 400-seat mark) will not materialize. He asserted the rise of the INDIA bloc. Ajmal, whose party is contesting in 3 out of 14 Lok Sabha seats, also pledged to reopen 700 Madrassas post-election victory. Under the leadership of Chief Minister Himanta Biswa Sarma, the Assam government has converted and rebranded 1281 Madrasas across the state into Middle English (ME) schools. These schools are situated across 21 districts, mainly in the lower Assam region and the districts of Barak Valley. Ajmal reportedly stated on Tuesday that he intends to challenge the Assam government's decision to shut down 750 Madrasas in the Supreme Court. "UP government announced to close Madrasas and the Supreme Court condemned them, with this reference, we will go Supreme Court and will get the order from there. The 750 Madrasas that were closed, we will open them through the SC," he said. In an election rally in Nagaon, the AIUDF chief challenged Chief Minister Sarma stating that he would open 700 new madrassas once he becomes MP after winning the Lok Sabha elections in 2024. The Supreme Court on Friday, April 26, 2024, dismissed pleas seeking 100% cross-verification of Electronic Voting Machines (EVMs) data with Voter Verifiable Paper Audit Trail (VVPAT) records. The bench comprising Justices Sanjiv Khanna and Dipankar Datta issued the verdict, rejecting the calls for reverting to ballot paper voting, complete EVM-VVPAT verification, and providing VVPAT slips to voters. In its ruling, the Court issued two specific directions. The first requires that, following the symbol loading process in the VVPAT, the Symbol Loading Unit (SLU) should be sealed and secured in containers. These sealed containers, signed by candidates or their representatives, must be stored in strong rooms along with the EVMs for a minimum of 45 days after election results are declared. The second direction allows candidates who place second or third behind the highest-polling candidate to request a post-results verification of the burnt memory semi-controller in 5% of EVMs per assembly segment. This process will involve a team of engineers from the EVM manufacturers. The District Election Officer will then consult with the engineers to certify the authenticity of the burnt memory microcontroller. This verification request must be made within seven days of election results. Regarding the costs involved, the Court noted that the candidate making the verification request would bear the expenses unless the EVMs were found to have been tampered with, in which case the costs would be refunded. The Court also suggested that the Election Commission consider implementing an electronic machine for vote counting of paper slips and a bar code for each party alongside the symbols. The Supreme Court has directed the Archaeological Survey of India (ASI) to submit a response to the Vision Document prepared for the protection of the Taj Mahal, in response to an application raising concerns about environmental pollution in the Taj Trapezium Zone. A bench comprising Justices Abhay S Oka and Ujjal Bhuyan issued the directive during a hearing on Friday. Senior advocate Sanjay Upadhyay, representing the applicant Shri Raman, argued for a comprehensive approach to addressing the environmental impacts in the Taj Trapezium Zone. He claimed that the ineffective functioning of the Taj Trapezium Zone Pollution (Prevention and Control) Authority had contributed to the environmental degradation in Agra. The application, filed in the long-pending case of MC Mehta v. Union of India, was heard amid concerns over pollution and its impact on the Taj Mahal. During the hearing, Upadhyay informed the Court about the passing of the applicant. However, the Court acknowledged the significance of the issues raised, particularly the need for a vision document to ensure the preservation of the Taj Mahal. The Court also referred to its previous order dated July 26, 2018, which noted that a vision document had been prepared by the School of Planning and Architecture and the State of Uttar Pradesh without consulting the ASI, the agency responsible for maintaining the Taj Mahal. Following this, the Supreme Court directed the State of Uttar Pradesh to submit a copy of the vision document. The ASI is required to submit its response by way of an affidavit within two months. The Supreme Court on Friday, April 26, issued notice on a petition seeking a directive that if "None of The Above" (NOTA) receives the maximum votes in a constituency, the election should be declared "null and void," and a fresh election must be conducted. The petitioner, Shiv Khera, argued that if NOTA received the majority of votes in a constituency, a re-election should be held, and the same candidates who lost to NOTA should be barred from contesting the subsequent bye-election. The petition also sought a directive to the Election Commission of India (ECI) to frame rules ensuring proper publicity for NOTA as a "fictional candidate." A bench comprising Chief Justice of India DY Chandrachud, Justice JB Pardiwala, and Justice Manoj Misra agreed to consider the issues raised by the petitioner. NOTA was introduced into the Electronic Voting Machines following a Supreme Court directive in 2013 in response to a PIL filed by the Peoples Union for Civil Liberties (PUCL), providing voters with an option to reject all candidates. However, under the current law, NOTA's majority does not automatically invalidate the election. If NOTA receives the majority, the candidate with the second-highest number of votes is declared the winner. Senior advocate Gopal Sankaranarayanan, representing the petitioner, cited a recent example in Surat where a BJP candidate was declared the winner by default after the Congress candidate's nomination was rejected, and other candidates withdrew their nominations. He argued that even in such cases, there should be an election, allowing voters the option to vote for NOTA. "In Surat, where nobody else has appeared, voters are forced to accept whoever the candidate is," Sankaranarayanan said. Observing that the petition seeks to extend the law beyond the Supreme Court's original ruling, CJI Chandrachud agreed to examine the matter. WhatsApp told the Delhi High Court on April 25 that the messaging platform will end if it is made to break the encryption of messages. Advocate Tejas Karia, appearing for the US-based company, said that people use the platform because of the privacy assured by it and because the messages exchanged on it are end-to-end encrypted. "As a platform, we are saying, if we are told to break encryption, then WhatsApp goes,” Karia told a Bench of Acting Chief Justice Manmohan and Justice Manmeet Pritam Singh Arora. The Court was hearing the petitions filed by Meta and WhatsApp challenging Rule 4(2) of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, which states that a major social media intermediary shall enable the identification of the first originator of the information on its computer resource when an order to this effect is passed by a court or by the competent authority. The company told the Court that this provision would require WhatsApp to store millions and millions of messages for years, a requirement that exists nowhere else in the world. Meanwhile, Central Government Standing Counsel (CGSC) Kirtiman Singh countered that the idea behind the Rule is to trace the originator of the message and that there has to be some mechanism to trace the messages because it is the need of the hour. There has been a significant surge of 138 percent in the registration of women football players in India over the past two years, marking a historic milestone for Indian football. This increase not only reflects the growing popularity of the sport but also signifies a rise in the number of young female athletes choosing football as their profession. As per data from the All India Football Federation (AIFF) Central Registration System (CRS), the number of registered female footballers in India has reached 27,936 as of March 2024. This marks a substantial increase from the 11,724 female footballers registered in June 2022. The initiatives undertaken by the current management have played a vital role in creating a favorable environment for women footballers in the country. “It’s a very positive trend we are witnessing in India,” said Kalyan Chaubey. “To have as many as 16,212 new female players in our football ecosystem is an encouraging sign that we are on the right track in our planning for women’s football in India.” Chaubey attributed the increase to a slew of measures including course correction that was brought in for the Indian Women’s League (IWL) in the current season of 2023-24, in addition to the subsequent introduction of a second division competition IWL-2. “Availability of live broadcast has indeed helped in enhancing the profile of the sport,” he added. The 2022-23 season of IWL was played at a single venue in Ahmedabad among 16 teams, with Gokulam Kerala FC winning their third consecutive title. This season (2023-24) the format was changed to ‘home-and-away’, which was a big success, appreciated by the clubs, players, and fans. The Election Commission (EC) of India has initiated an investigation into alleged violations of the Model Code of Conduct (MCC) by Prime Minister Narendra Modi and Congress leader Rahul Gandhi, following complaints from their respective parties. In a move to address the allegations, the EC has invoked section 77 of the Representation of the People Act and has held party presidents responsible for the conduct of star campaigners. As a first step, EC has directed BJP President JP Nadda and Congress President Mallikarjuna Kharge to respond to the allegations against Modi and Gandhi by 11 AM on April 29. "Political parties must take primary responsibility for the conduct of their candidates, particularly star campaigners. Campaign speeches by those holding high positions have more serious consequences," the Election Commission noted in a statement. The BJP filed a complaint with the poll panel accusing Rahul Gandhi of making false claims about the rise in poverty in the country. The BJP also accused Gandhi of attempting to create a North-South divide based on language and region, which, they argue, could vitiate the electoral environment. On the other hand, the Congress party lodged a complaint seeking action against Prime Minister Narendra Modi. The National Green Tribunal (NGT) has reprimanded the Enforcement Directorate (ED) for its lack of action against violations of environmental statutes listed in the Prevention of Money Laundering Act (PMLA), suggesting that this inaction has emboldened polluters to continue their activities with impunity. This criticism was part of the NGT's judgement in a case involving the discharge of untreated sewage into the Yamuna River in Uttar Pradesh. The NGT coram, comprising Chairperson Justice Prakash Shrivastava, judicial member Justice Sudhir Agarwal, and expert member Dr. A Senthil Vel, noted that the ED had been limiting its enforcement under the PMLA, failing to consider that the scope of the Act was significantly expanded following the 2012 amendment. "It has forgot to take note of the fact that scope of PMLA 2002 has been enhanced or widened, a lot, at least after amendment Act of 2012 w.e.f. 15.02.2013. More than eleven years have passed but not a single action has been taken by Enforcement Directorate, against violators committing offences under environmental Statutes which have been included in the Schedule, part A of PMLA 2002," the NGT stated. The Tribunal further highlighted that while environmental statute violations are generally non-cognisable, they become cognisable under the PMLA. The NGT criticised the lack of action against such violations, indicating that this might have encouraged polluters to continue their illegal activities without fear of consequences.
