Absolutely fantastic news this week. A new bill has been passed in Scotland, regulating the grouse shooting industry. This is a momentous period for protection of wildlife and land reform. Our beautiful and rare birds of prey will now hopefully be spared from the obnoxious killing by some estates. Other wildlife will be free from snares which will be banned. The bill also regulates the pathetic muirburn practices which degrades the land. This should protect mportant peatland, destruction of ground nesting birds and great news for the beautiful Mountain Hare. Attalus III of Pergamum The deposition of #MarcusOctavius was a #shockingact in Roman political history without precedent. This violated the basic core tenet of Roman office holding #collegiality undermining a colleague’s ability to veto your actions was a #revolutionaryact. With Marcus Octavius’ veto removed #TiberiusGracchus #landreformbill was passed. The Senate still smarting over not having been consulted refused to fund Gracchus’s bill. The land bill called for a #commissionofthree to go around Italy surveying the farms of Italy and confiscating the surplus land. It did not help matters that the commission was comprised completely of Tiberius Gracchus’ family. In late 133 BCE King #AttalusIIIofPergamon died and unexpectedly left his entire fortune (including the whole #kingdomofPergamon) to Rome which would be reorganized as the #ProvinceofAsia. Tiberius Gracchus immediately used this to fund his land commission. Using his tribunal powers to allocate Attalus III’s fortune to fund the new law Tiberius created a new conflict with the Senate. This was viewed as a direct attack on Senatorial power, since the Senate was traditionally taken the responsibility for the #managementofthetreasury and for decisions regarding #overseasaffairs. Gaius Gracchus There were further attempts at substantial reform by #TiberiusGracchus’ younger brother Gaius who held successive #Tribunates in 123 and 122 BCE. #GaiusGracchus reintroduced the #landreformbill and made other proposals to make provisions for the city of Rome. #GaiusGracchus did not address the #questionofcitizenship for the allies in the #RomanConfederation. The #Italicallies made up at a minimum 2/3 of the population of Italy and were advocating for full Roman Citizenship. The Italic allies had good reason to push for citizenship they were in many cases veterans of the #warsofexpansion, they had fathers, grandfathers, great grandfathers who had served in the wars of expansion. They wanted inclusion in the land reform bill and the protections of Roman Citizenship, namely the right to appeal judicial decisions. Both efforts were seen as being thwarted by the conservative elements of the Roman Senate. The outrage over the failure of the reforms enshrined the memory of the #GracchiBrothers in the memory of the Roman people. This discord among the social classes would lead to the rise of men who championed one cause or the other to champion themselves. Populares and Optimates The failure of the #landreformbill signaled that any significant reform was bound to fail because of the political rewards the reformers would reap. One faction would come to dominate the voters and thereby threaten the Republic. By threatening the Republic I am referring the pattern of office rotation among the Roman Patricians. This discord set the backdrop for the demise of the Roman Republic. On the one hand you had the #Populares who pushing for reform to aid the roman people and on the other hand you had the #Optimates who wanted things to remain has they were with significant change. They do not represent political parties in our sense but competing views on how to handle the crisis gripping the Roman Republic. Modest Reform Policy The Roman Patricians did not pay attention to this development but they were forced to in the wake of #militarydefeats. It was the threat to the military more than the social injustice to the Roman citizen body that drove the Patricians to act. #TiberiusGracchus’ proposed #landreformbill was the first attempt. At the time he was a very minor junior official in Roman politics. He was a member of a small faction of Senators who wanted to carry out a modest reform policy. Their plan was restore land to the disposed by awarding them plots of land belonging to the Roman Republic. By doing this the men would become eligible for military service again it was a very conservative approach to restoring the old socio-political order. The Roman Revolution Introduction In this lecture we will examine the series of crisis’ that enveloped the Roman republic as a result of her imperial drive. As we have seen the roman republic was under tremendous stress as a result of it rapid expansion overseas. The rapid roman expansion directly fueled the breakdown of order in the republic leading to the transition back to monarchical rule. We have previously seen how the benefits of empire proved to be a double edged sword for the Romans. There were problems with the new social and economic realities that they were aware of. They were not able to find meaningful solutions to these problems. The series of crisis’ that struck the Roman Republic is termed the Roman Revolution. The starting is typically seen as #TiberiusGracchus#landreformbill in 133 BCE. Gracchus’ bill initiated a long series of events to reform the Republic along constitutional lines from within the Republic. Young Tiberius Gracchus 137 BCE a young patrician #TiberiusSemproniusGracchus who had just been elected #Quaestor was making his way to #Hispania to join the Consul. On his way he passed through the countryside and saw the devastating social effect of the wars of expansion. He saw abandoned farm houses and the large patrician estates being worked by large numbers of barbarian slaves. Greatly perturbed by what he saw he resolved to introduce land reform to alleviate the burden on the Plebeian farmers and also restore the man power pool for the Roman army. In 133 BCE Tiberius Gracchus was elected as Tribune of the Plebs he introduced a highly contentious #landreformbill. This land reform bill was aimed at correcting the situation in Italy arresting the decline of the small farmer. Hubali-Dharwad: By 5 pm a white i20 car adorned with a green ryot (farmer) flag was occupied by motley bunch of travellers – a Dalit organiser, an advocate, an engineer and this reporter. Our car was among a convoy that was taking farmer leader Rakesh Tikait to Dharwad and then to Belgaum for his third major panchayat in Karnataka. After a quick pit stop to garland the Kittur Chennamma statue at the heart of Hubli, the cavalcade headed out and a conversation on agriculture, MSP and the farmers’ revolution began. ‘Once we enter Dharwad, groups of farmers, women, Dalit activists, journalists, students and police await Rakesh Tikait.’ Photo: Author provided “Cotton, chilly, chana, bajra, onion, wheat and maize grow in abundance in our area,” Venkat Gowde Patil, a 42-year-old farmer said, as we drove through Hubli city. “But we don’t get MSP for even two crops here,” he added. Before we can talk any further, the convoy crosses half-a-kilometre-long, but deserted APMC mandi on the outskirts of Hubli-Dharwad. It is one of the biggest mandis in northern Karnataka, but farmers rarely get government rates for crops. “Leave MSP for a minute, Karnataka farmers are in a deeper crisis. The Yediyurappa government – surprisingly with JD(S) support – passed the Land Reform Bill, 2020, which is a death-knell for farmers, as it allows for corporatisation and non-agricultural people to buy agricultural land,” said K.H. Farmers from various districts intensified their protests in front of Bengaluru city railway station along with whipping sticks against the Karnataka Legislative Council passing the contended Karnataka Land Reforms (Amendment) Bill, 2020. Few farmers organisation members taking rally towards Vidhana Soudha were stopped by the police to avoid traffic snarls in the city.
