🎓CTS researchers found that college options were very limited for high school graduates in teacher education desert regions. Many rural counties in CA are far from universities. In these regions, almost all local teacher candidates must leave their home county to attend college before considering returning to teach. All nine of the teacher education deserts we identified in our newest report “California’s Teacher Education Deserts” are border counties, sharing part of their borders with another state or with Mexico. These nine counties are also considered rural communities, which are known to be more politically polarizing in comparison to urban communities. This polarization can lead to issues regarding curriculum, school discipline, and other K-12 issues. Given their rural border locations, these regions may experience more teacher vacancies than non-teacher education deserts and their teachers may experience lower job satisfaction due to politically charged climates. A new UCLA CTS study profiles nine rural border counties in California that have limited access to Teacher Education Programs: Alpine, Del Norte, Imperial, Inyo, Lassen, Modoc, Mono, Sierra, and Siskiyou. CTS researchers classify these counties as “teacher education deserts” that face unique challenges in recruiting and retaining highly qualified teachers. The study highlights factors including: 👨🏽‍🏫underprepared and inexperienced teacher rates 📍geographic location 💵economic status 🏫education attainment rates Explore K-12 data in our new interactive map for each of California’s 58 counties that includes statewide underprepared teacher rates, the locations of teacher education programs and community colleges, and the impact of community colleges being permitted to provide teaching credentials. These factors have a profound impact on a county’s teacher supply. Over the next two weeks, we will be sharing the study’s findings and evidence-based recommendations to address urgent teacher supply issues in these regions. Is it seaweed? Is it kelp?! No, it’s seagrass! These underwater meadows are marine flowering plants teeming with life. A new @ucla led study discovered unique fish communities associated with different seagrass bed locations. 🌿🐠🌿🐟🌿 Seagrass meadows in protected bays were found to host wetland and estuary species, while meadows along exposed coastlines supported water column and rocky reef species.  Researchers found 78 fish species thriving in Southern California seagrass sites, from baby fish to uncommon visitors like tuna. How? eDNA, a technique that collects genetic material shed by organisms in their environment. The study underscores the need for tailored conservation strategies based on location, said Tanner Waters @tanneraw, the paper’s lead author and @UCLAIoES Ph.D. graduate.  🔗 in bio to learn more. 📸 A school of fish swims above Posidonia oceanica, also known as Neptune grass, in Port-Cros National Park in the Mediterranean Sea. | Vincent Pommeyrol

California’s decentralized school system left many decisions to LEAs during the pandemic, which left them unable to address their needs: data collection was minimal to non-existent; monitoring of the learning and continuity plans was superficial at best. Moving forward, the state should take a strong leadership and coordination role to ensure LEAs know how to best utilize pandemic relief funding as well as Local Control Funding Formula (LCFF) funds in ways that can help address the challenge of widening achievement, SEL, and school support staffing gaps. This includes not only leading and coordinating efforts, but also ensuring adequate monitoring and accountability so that LEAs use the funds in the most effective way possible. Efforts could include: 🫥 Addressing chronic absenteeism as an urgent priority through data-based, real-time monitoring and family engagement in a culturally relevant way, particularly among vulnerable student subgroups and in some high-needs districts. 🆘 Increasing school support staff to student ratios by hiring more school psychologists, social workers, school counselors, and nurses. Use State incentive and subsidy programs to enlarge the pipeline of these staff as well as solve more immediate challenges. 📊 Collecting better data for monitoring and accountability. Data and research can help educators and policy makers understand the consequences of their decisions and learn from them – this includes better monitoring and accountability efforts around school funding. 🧑‍⚕️📉 California is experiencing a shortage in school counselors, psychologists, nurses, and social workers, who have unique training to identify and address student social & emotional needs. 📊 In 2018, 40% of 1st graders, 20% of 8th graders and 7% of 12th graders had no access to school-site counseling or mental health services (Reback, 2018). 👥 In 2022, the school counselor-per-student ratio was 1:572, more than double the recommended ratio of 1:250 (ACSA, 2022). During the onset of the pandemic, schools, already maxed out in terms of school support staff and capacity, had to undertake new, sometimes monumental efforts to help families and students. Consequently, services, learning, and student well-being suffered as schools could not effectively buffer the effects of chronic stress and adversity. Students' socio-emotional learning (SEL) and well-being have suffered since the onset of the pandemic: 👥 87% of public schools reported the pandemic negatively impacted student socio-emotional development during the 2021–22 school year (National Center for Education Statistics Survey, May 2022). 🧠 84% of public schools agreed or strongly agreed that students’ behavioral development has also been negatively impacted (National Center for Education Statistics survey, May 2022). Responses from LAUSD students in the graph above demonstrate the spike in students who experienced feelings of chronic sadness or hopelessness during 2020-21 and continue to experience them, especially in high school. Academic motivation plays a significant role in a student’s academic success. California students demonstrated a drop in motivation during the first year of the pandemic (2020-21 school year), as shown in the line graph, when most schools remained in remote or hybrid learning and the effects of the pandemic were still rampant. Secondary schools witnessed a 40% drop in motivation and elementary schools had a 26% drop. It’s important to understand where district, county, state and federal efforts fell short in making sure that all students were provided with the essential support to learn in the days, weeks, and months after the pandemic began. Leaders need to do a full rigorous assessment of where California students are now. An aggressive state policy response is needed to support racial justice and equity in K-12 education during pandemic recovery. Educators we spoke with identified 4️⃣ policies to help the state rebound from historic education inequities accelerated during the past four school years due to COVID: ➡️ real-time data to inform school implementation ➡️ equity standards for implementation of state learning goals and the Local Control Funding Formula (LCFF) ➡️ predictable, long-term, whole child investments that are not one-time state allocations ➡️ changes to how schools are funded: based on enrollment, not average daily attendance (ADA) as a way to bring missing students back to school Several staff mentioned the need for more strategic, focused, long-term investments. This school counselor called for more long-term thinking from the state, not one-time priorities in the budget. CTS Executive Director Dr. Joseph Bishop talked with CalMatters about the magnitude of learning loss during the pandemic, especially for historically marginalized students. He discussed his newest research with Dr. Tyrone Howard and Dr. Lucrecia Santibañez, “When the Lights are Turned On” and “Rebuilding More Humane Schools Post-COVID-19”, which found that remote learning exacerbated pre-existing inequities. While some districts managed to get through remote learning with few challenges, others struggled to meet students’ basic needs including providing devices, Wi-Fi hotspots, addressing students’ mental health needs, and offering adequate academic instruction. Dr. Bishop addresses what’s next: “Right now there’s not a clear compass for where we’re headed and what we’re doing about it,” he said. “Learning has been stagnant, but as a state, what are we doing about it? Teaching shortages have become more widespread since the pandemic. A combination of increased teacher retirements and resignations, coupled with a limited supply of candidates and a need for more teaching positions, is driving unusually high levels of vacancies in many California school districts. Shortages are extending beyond the classroom in education, including critical staff positions. An @educationweek national survey revealed that more than three-quarters of district leaders and principals said they were experiencing at least moderate staffing shortages in 2021. This affects the ability of educators to prioritize student academic success and puts staff health and retention at risk. One teacher explained that they have few substitute teachers available, making it difficult to find coverage. Poverty and inequality profoundly shaped the California education landscape long before the COVID-19 pandemic. Our 2020 State of Crisis report found that pre-COVID, there were 270,000 K-12 students experiencing homelessness, enough to fill Dodger stadium almost five times. In 2021, 2 out of 3 of our K-12 students were economically disadvantaged. These patterns point to a larger issue: schools need to build basic needs learning strategies to help students and their families. Basic needs are more fundamental to student learning than ever before. Students who lack access to food and a safe home are more likely to struggle in school. Many schools have risen to the challenge, but still need more to support their centers of care. This principal described the types of challenges their students have faced and how home visits provided visibility into what some of their students most urgently need. In the wake of vast challenges for schools across California during COVID, educators working at all levels in school systems navigated a once-in-a-lifetime global crisis. Schools became the headquarters of education, health, and social services during the pandemic and needed more overall support and guidance from the state. One principal we interviewed acknowledged that the state had done little to guide school systems including how to spend resources that would optimize learning, especially for struggling students. The same principal identified that there’s a growing need for guidance from the state. 💡 “When the Lights are Turned On: Documenting the Impact of COVID-19 on California’s Education Landscape” highlights the experiences of school staff during the height of the COVID-19 pandemic through interviews with teachers, principals, school counselors, and district officials. ❗Key among the findings: widespread inequities in remote learning conditions. The quality of remote instruction during the 2019-2020 and 2020-2021 school years varied by community. Many school systems serving mostly low-income students and students of color were left alone to figure out how to deliver remote instruction with inadequate technology, connectivity, and capacity. Some students struggled to build foundational knowledge required in core subjects, having a cascading effect for future instruction, and added pressure on students and educators to play catch-up. Almost 4 years after the abrupt closure of public schools in March 2020, students have been severely impacted in their learning, academic growth, and their social- and emotional development. The state of California just announced a $2+ billion settlement in a class-action lawsuit, Cayla J. et al. v. State of California, that’s believed to be the largest-ever education settlement in the U.S. The lawsuit focused on disproportionately impacted CA students of color and low-income students, their remote learning conditions, and how existing educational disparities were heightened during this time. CTS research was foundational for the case alongside research from leading scholars at Harvard, Stanford, and the University of Michigan. Together, we found strong evidence that pre-existing inequities widened for vulnerable student groups–particularly students of color and low-income students–during the height of the pandemic. Our research is condensed into 2 NEW briefs that spotlight the effects of COVID-19 on CA’s schools and students: 💡“When the Lights are Turned On: Documenting the Impact of COVID-19 on California’s Education Landscape” by Dr. Tyrone Howard & Dr. Joseph Bishop 💡“Rebuilding More Humane Schools Post-COVID-19: Prioritizing Student Engagement, Social-Emotional Learning and Well-Being” by Dr. Lucrecia Santibañez Click the links in bio to read both briefs or learn more about the settlement. #COVID19 #COVID #UCLAresearch #CTSresearch #CaylaJ #edequity #educationequity #educationequality #remotelearning #pandemicimpact #lowincomestudents #studentsofcolor #california #education #distancelearning

Our recent brief, “Leveraging CA MTSS to Support English Learner-Classified Students'', highlights how California’s Multi-Tiered System of Support (CA MTSS) framework serves English Learner (EL) students. The last of five briefs assessing the landscape of English Learners in California's MTSS shares findings from interviews with educators from three CA districts that have been successful in serving their ELL students and are diverse in location, size, and linguistic demographics. Key findings include: -Existing EL-related compliance structures were difficult to incorporate into the MTSS framework. -Educators who were knowledgeable about best practices for supporting EL-classified students and the cultural diversity within this student subgroup helped encourage shared responsibility among educators for these students through advocacy within MTSS planning processes. -Engaging parents, families, and caregivers of EL-classified students in bidirectional relationships was more common for schools to do at the Tier 2 level. -The concentration of EL-classified students within schools and districts affected how MTSS was organized. -Focusing on EL-classified students when developing tiered academic instruction may also benefit non-EL-classified students. I visited the UCLA (University of California Los Angeles) campus in Westwood, California! UCLA has the best Clinical Psychology program in the world & the Neuroscience (which is ranked #12 at UCLA). I absolutely love the vintage old fashioned architecture of this campus complemented with a long strip of grass, which reminds me so much of my undergraduate college, the University of Arizona! 😍 • With California being a very liberal state & the UC system being widely known to have world class research institutions with many notable publications that greatly contributed to the scientific community, the field of psychedelic research has also greatly advanced thanks to less regulations on the substance here in California & millions of dollars of philanthropic support & grants invested into scientific research. • Here at UCLA, there is also a program called the “UCLA Psychedelic Studies Initiative” with physicians, clinicians, researchers, & doctorates utilizing their expertise & working together to fully embrace the rapidly advancing field of psychedelic science to study compounds that have shown potential as therapeutic solutions to mental health problems. • This field of cutting edge research is very exciting to me but unfortunately, the grant to study whole mushroom psilocybin cubensis treating PTSD has not yet been distributed, putting a halt to psychedelic research in Arizona. I even had an internship offer with Decriminalize California after speaking with the campaign director for nearly 2 hours but didn’t accept due to not living here. If you want to advance a career in the field of psychedelic research & potentially, be a healthcare provider administering psychedelic-assisted therapy, studying in California looks like the most viable option! • Pros living in Cali: I love the beaches, the mountains, the California sunshine, the potential network, & the opportunities out here for me! Cons living in Cali: What I am not fond of is the traffic, the socioeconomic gap, the cost of living, & over the moon real estate housing market. • Where I want to study next in which program will be a mystery on social media so I don’t attract negativity from secret haters! 🧿🪬
