The Pune Municipal Corporation (PMC) has imposed a fine of Rs 10 lakh on the Maharashtra State Electricity Distribution Company Ltd (MSEDCL) for digging up a freshly asphalted road in Sadashiv Peth recently. The MSEDCL excavated the road from Tilak Smarak Mandir to Perugate police chowki in Sadashiv Peth in three days as it was in a hurry to use allocated funds before the end of the financial year on March 31. The entire exercise was a waste of time, effort, and public funds. The MSEDCL claims it took written permission from the PMC road department for the excavation. Two distribution units in Sadashiv Peth needed to be repaired as the loss of power affected 274 consumers, both domestic and commercial. The power cut was due to a fault in the 11 kV underground power line. For this, permission was sought from the PMC to dig a 90-metre length of the road to install a new channel. The PMC officials said an explanation will be sought from the MSEDCL and action will be taken by collecting three times the fine. The situation was brought to light by activist Vivek Velankar, president of Sajag Nagrik Manch. A complaint was made to the municipal commissioner too. It came to light that there is no coordination between officials of the road department. Velankar said, “Public money is being wasted due to lack of coordination between those who give permission for road digging and those responsible for road asphalting in the PMC.” Aniruddha Pawaskar, chief of the PMC road department said, “The permission to MSEDCL to dig the road was given, but no challan was submitted by the MSEDCL. The PMC has to suffer due to lack of coordination between the granting authorities. Citizens are facing traffic jams in the city due to such digging. After asphalting, the road’s chambers have also been damaged, for which Rs 10 lakh rupees will have to be paid. Rs 5,48,640 (Challan No. 16170) was collected as excavation fee from MSEDCL on March 11. A senior official of the Pune Municipal Corporation (PMC) had made promises about widening the KeshavnagarManjari Road and local residents had thought that he would abide by his word. However, as soon as the senior officer was transferred, the road department started functioning at a sluggish pace and citizens have made allegations that other officials have become lax. No civic official had carried out widening of the road at Mahatma Phule Chowk in Mundhwa village in the last 24 years. That work was done by additional commissioner Vikas Dhakne. Because of him, local residents had got relief from traffic jams at the square. He had promised the citizens that the Keshavnagar-Manjari road would be widened as well and started work on the project. However, residents have expressed displeasure as this work stopped soon after Dhakne was transferred. The road department has resolved to provide good roads in the city in the new year. The newly appointed road department chief has also decided to provide good roads in the city after assuming charge. In reality, however, the road department is becoming sluggish and the citizens are suffering. The digging of roads and other works have started from the funds sanctioned till March end. Also, the widening work of the roads which had started, has now stopped. The land owners expect sufficient compensation while giving up their land for road works. The land owners are compensated by the PMC in the form of TDR or FSI. Accordingly, the road department of the PMC gives a guarantee to respective land owners. After taking possession of the land, the road department has set an example in the last few days of immediately constructing a road on it. Hence, the citizens were happy with the performance of the road department. However, as soon as the additional commissioner Vikas Dhakne was transferred, the road department changed its colour and is being accused by citizens of going slow in its work. The road department has given permission to MSEDCL for digging of road from Tilak Smarak Mandir to Perugate for carrying out its work. The construction of the road connecting Eklavya College in Kothrud to the Pune-Bangalore highway through the Missing Link project will commence shortly. This road, which is 15 meters wide and falls under the Municipal Development Plan, has only 100 meters left to be occupied in the final phase. As a result, what used to be a two-kilometer journey taking 25 to 30 minutes by diverting through Paud Road and Mahatma Society will now be completed in just five minutes. The PMC has prioritized 33 missing links, and now they are set to commence work on another missing link. This development will provide a crucial road for motorists, as confirmed by an official from the road department of the PMC. Vehicles must take either Mahatma Society Road or Paud Road to travel from Kothrud and Karve Putala to Warje and Chandani Chowk. Moreover, due to the short length of Mahatma Society Road and the traffic congestion on Paud Road, the Municipal Corporation constructed a DP road connecting Ashish Garden to Eklavya Mahavidya a few years ago. An additional 400 meters are being suggested to connect to the highway, starting from the front of Eklavya College. Approximately 300 meters of road construction have already been completed on the highway. The last 100 meters of the road were closed in the previous phase due to space constraints. Consequently, endeavors are underway to incorporate this stretch of road into the 'Missing Link' project under the jurisdiction of the Municipal Corporation. Based on this information, the land owners have relinquished possession, and the construction of a 100-meter long and 15-meter wide road, which had previously been halted, will commence within the next day or two. The Pune Municipal Corporation’s (PMC) road department is grappling with a challenging scenario. It has not been able to secure land to establish a new hot mix plant even as the current one keeps shutting down for fifteen days a month. Production of tar, vital for road construction and resurfacing, is in limbo as the proposal for the new plant has lingered in the municipal commissioner's office for two years. The outdated existing plant, crucial for pothole-related work, costs PMC Rs 50 lakh annually for maintenance, while the proposed new plant is estimated at Rs 5 crore. While citizens suggest setting up the plant in a location away from residential areas, the PMC should also follow pollution control norms to combat air and noise pollution likely to be caused by this plant. Jatin Kamble, a resident of Lohegaon said, “The new hot mix plant should not be set up in the residential area, which will pose health hazards in the vicinity by the dust and particulates. The pollution caused by the plant should be under supervision and should not be a factor adding to the deteriorated air quality of the city.” Clearing amenity spaces occupied illegally is a prerequisite for the new hot mix plant's set-up, adding a layer of complexity to the situation. The current plant in Yerawada, operational since 2015, with a daily tar capacity of 1,000 tonnes, faces wear and tear, and frequent breakdowns. The PMC's sluggish pace in various projects, from stormwater and drainage line cleaning to road repairs, often misses deadlines, causing inconvenience for citizens. Rainy season road repairs, intended to be effective, prove futile due to delays. Urgent actions are needed to address these challenges and streamline the road department's efficiency. Saniya Rasal, a resident of Katraj, said, “The condition of the roads remains the same every monsoon. Some of our Gallatin County Road & Bridge Department "old timers" got together to celebrate the retirement of Michael “Tobe” Dempsey! 👏🚧👷♂️🦺 Tobe began his career with the county as a mechanic for the Road & Bridge Department on July 1, 1993. As a single parent of three children at the time, the excellent healthcare and retirement benefits were top priorities. In 2003, Tobe transitioned out of the shop and began driving gravel trucks and snowplows. 🚚 He came full circle – returning to the shop as a mechanic the past nearly. 🧰 Tobe enjoys restoring vintage Jeeps, hunting, target shooting vintage rifles and watching his grandchildren compete in rodeos. He has been an avid snowmobiler since 1967 and looks forward to winter each year. In retirement, Tobe plans to explore new places with his wife (specifically Alaska) and leave the Bozeman area to be closer to his grandchildren. Here’s some before & after pics of an older copper brass radiator we fixed up with a recore. The radiator is out of a Raygo Roller Compactor & it had definitely taken a beating. The old core had already been repaired with some tubes blocked off at some point in the past. We recommended recoring the radiator with a new heavy duty core.
