The African Union on Tuesday said that a bid to defraud the pan-continental body of more than $6 million from accounts held at Ethiopia’s main bank had been foiled. It said an individual not employed by the AU had tried to withdraw the money from its accounts at the Commercial Bank of Ethiopia (CBE) through forged payment orders to various recipients for construction and water drilling works. “We commend the vigilance and swift action of the CBE staff and our finance department who successfully thwarted the fraudulent attempt resulting in no funds being withdrawn, averting a potential loss and ensuring that the integrity of our financial controls and management remain intact,” the AU said in a statement. The incident took place on April 15 at a CBE branch within the AU’s headquarters in the Ethiopian capital Addis Ababa, it said. Ethiopian security authorities were informed, the AU said, and “prompt action was taken to ensure the person(s) involved were identified and held in line with their investigative procedures.” The AU said while the attempted fraud was “disconcerting” it had highlighted potential vulnerabilities and led to a review of its security measures. “We are working closely with the Commercial Bank of Ethiopia to reinforce safeguards and implement enhanced protocols to ensure that fraudulent attempts to compromise the finances of the African Union are prevented.” In March, the CBE said it suffered a technical glitch that saw several thousand customers make fraudulent withdrawals to the tune of millions of dollars. Nigeria has said it is seeking up to 2.25 billion dollars in World Bank loans, in a statement by Finance Minister Wale Edun. Speaking following the IMF/World Bank spring meetings in Washington D.C. at the weekend, Edun said the Nigerian government is also aiming to issue diaspora bonds later this year to attract foreign exchange into the country. The World Bank loans would comprise 1.5 billion dollars in development policy financing and 750 million dollars in programme-for-results financing. The bank’s board is expected to meet in June to approve the request, Edun said. Nigeria has faced a foreign exchange shortage that pushed its naira currency to record lows versus the US dollar this year, though it has since rebounded. 🇳🇬 German police have arrested 11 Nigerian men suspected of being in a mafia group who orchestrated large-scale dating scams. The Black Axe gang was involved in "multiple areas of criminal activity" globally, Bavarian police said in a statement. In Germany, the organisation focuses on romance scams and money laundering, the force added. The statement said: "Using false identities, the fraudsters for example signalled their intention to marry and in the course of further contact repeatedly demand money under various pretexts." Globally, the gang's main areas of operation were "human-trafficking, fraud, money-laundering, prostitution and drug-trafficking". The arrested suspects all hold Nigerian citizenship and are aged between 29 and 53. They were detained on Tuesday in raids across the region of Bavaria following a police probe that lasted more than two years. Angola’s President Joao Lourenco has raised the minimum monthly net salary for all civil servants to 100,000 kwanzas ($120). Angola’s director of labour Antonio Estote said on Saturday that the president’s decree made on April 19 will come into effect on June 1. Estote said the minimum net salary for civil servants had increased by 30,000 kwanzas ($36) following Lorenco’s directive. Estote added that the net salary for senior military personnel and medical staff members will now be 1.8 million kwanzas (or $2,150). Teachers and researchers A cleaner employed by the government will earn a net salary of 100,000 kwanzas ($120), from 69,000 kwanzas ($82) previously. A university professor, who currently receives a net monthly salary of 669,000 kwanzas ($800), will get a minimum net salary of 1 million kwanzas ($1,195) from June 1. Teachers and researchers are also among the people who will get a pay rise following the revision of public servants’ salaries. In November 2023, the Angolan government announced the scrapping of taxes for people earning below 100,000 kwanzas ($120) monthly. Income tax rates The directive took effect in January 2024. Previously, the exemption was granted to people earning a maximum of 70,000 kwanzas ($85) per month. Angola charges an income tax of between 10% and 25% on formally employed people, while self-employed people pay a flat-rate tax of 15%. At least 155 people have been killed and 236 injured due to flooding in Tanzania, announced Prime Minister Kassim Majaliwa to the country's parliament on Thursday. Antonio Bianchi, the oldest member of the Institute of Consolata Missionaries, “passed away in his sleep” at the age of 101 at the Consolata Regional House in Westlands in the Catholic Archdiocese of Nairobi, Kenya. ⁣ ⁣ During the Funeral Mass, he was remembered as a Catholic priest who "built his life on the Eucharist" and who loved the “people without segregation”.⁣ ⁣ The Funeral Mass for the late Italian-born priest, who was to turn 102 years on June 13, took place at the chapel of the Consolata Cemetery Mathari in the Catholic Archdiocese of Nyeri in Kenya.⁣ ⁣ On April 23, in his homily during the Funeral Mass, Bishop Hieronymus Emusugut Joya of Kenya’s Maralal Diocese said Fr. Bianchi showed the “secrets of fighting the battle of faith and remaining faithful to the end in our vocation and ministry.”⁣ ⁣ “In consecrated life and missionary work, Fr. Bianchi has had a good struggle, efforts and contention without quitting or giving up and that is why he had died faithfully,” he said.⁣ ⁣ In the 78 years that his late confrere served as a Priest, he “faithfully preached the word of God and administered the Sacraments that sanctified many,” added.⁣ ⁣ “The secret of this man was the love of the people without segregation.
