As confirmed by the MFA, Armenia will soon transfer to Turkey it's approaches and revisions regarding the process of restoring the historic Ani bridge on the Armenia-Turkey border. "Turkey has transferred to Armenia a protocol on the repair of the Ani bridge, which is currently being revised and will be transferred to the Turkish side in the near future," said the MFA's response. Earlier it was announced that both countries will carry out joint repair works to restore the bridge. Per reports, the negotiations on finalizing the repair protocols are reaching their final stages. As for the Margara-Alijan border checkpoint, the MFA stated that the repair works of the checkpoint have been completed and that the checkpoint is ready for operation.

154 representatives from 29 countries participated in the 58th International Mendeleev Olympiad in Chemistry held in Shenzhen, China from April 20-26. The Armenian team won 3 medals at the event, 2 bronze and 1 silver. The team was led by Andranik Davinyan from the Scientific and Technological Center of Organic and Pharmaceutical Chemistry of the National Academy of Sciences, chairman of the Republican Chemistry Olympiad Committee. Sergey Tadevosyan and Artavazd Arabachyan each won a bronze medal respectively, while Arman Kharatyan won a silver medal. To date, Armenia has won 44 medals at the International Mendeleev Olympiads.

As reported by the Defense Minister of Armenia, from April 23rd to the 25th a delegation led by the Deputy Minister of Defense of the Republic of Armenia, Karen Brutyan, was on a working visit in Italy. During the visit, the delegation had meetings with officials, including the Secretary General of Defence-National Armaments Director of the Ministry of Defence, Luciano Portolano, the Undersecretary of State for Defence, Matteo Perego di Cremnago, and the President of AIAD of Italy, Giuseppe Cossiga, along with representatives of military-industrial companies. The discussions during the meetings focused on the Armenia-Italy military, military-technical, and military-technological cooperation. Several agreements were reached as a result of the discussions.

Compared to the first quarter (Jan-Mar) of 2023, in 2024 Armenias economic activity increased by 14.3%. For the month of March alone, the increase was at 15.3%. As reported by the Statistical Committee, the growth of economic activity in March was mostly from these sectors: Manufacturering/Industrial with a 33.5% increase, Trade turnover: 30.4%, Construction: 13.1%, Services by 4.7%. For March, foreign trade turnover increased 2.1 times while exports increased 3 times reaching 1.8 billion dollars. For the first quarter, foreign trade turnover increased 2.1 times reaching 9.1 billion dollars. Exports grew 2.7 times reaching 4.4 billion dollars and imports grew 75.8% reaching 4.7 billion dollars. According to experts, the sharp increase in economic activity is largely due to the re-export of Russian gold and precious stones by Armenia to the United Arab Emirates and Hong Kong. Prices for consumers also decreased during the month of March compared to 2023. Prices in the consumer markets decreased by 1.2%.

Armenias HayWays airless which is currently the only one in Armenia that deals exclusively with air cargo transportation has carried out its first Yerevan-Moscow flight. The aircraft was fully loaded. The airline had acquired a Boeing 737-400SF type cargo plane for its flights. The plane was transferred to Armenia in November 2023 from Great Britain. In February of this year it received the Armenian registration: EK-HAY. Per the airline, the flight was smooth, and the director of the company is satisfied with the first step. On April 28, the aircraft will leave for Amman, the capital of Jordan, to undergo "C-check" maintenance. It is planned that EK-HAY will return to Armenia in June, after which it will start making regular flights first to Moscow and then to other destinations. Per the company's preliminary plans, flights to China, the Middle East, as well as another Russian city, are planned.

“Confrontation with the past is necessary, we share the pain of the Armenian people and respectfully remember those who perished,” stated the Democratic Regions Party Central Executive Committee on the 109th anniversary of the Armenian Genocide. Echoing the words of Hrant Dink, the party wrote "Moving away from denial and acknowledging each Armenian as a testament to history is crucial." The statement urged for the preservation of Armenian churches, gravesites, free use of religious sites, and legal reforms based on equal citizenship. Just last month, an Armenian church (Surp Garabet) in Sivas, Turkey was put of for sale for $500,000. The People’s Equality and Democracy (DEM) Party also voiced solidarity with the Armenian community. “We share the grief of the Armenian genocide which began with the deportation of over 200 intellectuals on 24 April 1915, leading to mass exile and slaughter,” the party stated. They stressed that past crimes must be acknowledged to pave the way for peace and a cohesive society.

Today, Armenians around the world commemorate the 109th anniversary of the Armenian Genocide carried out starting on April 24th, 1915 by Ottoman Turks. The Armenian Genocide refers to the mass killing and forced deportation of Armenians by the Ottoman Empire during and after World War I: 1914-1915: The Ottoman government launches a systematic campaign of hate and racism against Armenians. Armenians are beaten, discriminated, arrested, killed and blamed for the empires losses in WWI. The empire begins to divide and tear down Armenian communities. April 24, 1915: The Ottoman government begins to arrest and kill Armenian intellectuals, community leaders, and other prominent figures in Constantinople (now Istanbul) and other major cities. Armenians are deported from their homes in Anatolia en mass to the deserts of Syria and Iraq. 1915-1916: Armenian men, women, and children are subjected to mass killings, death marches, forced labor, and other forms of violence and abuse by Ottoman forces and their allies. 1917-1918: The Allied Powers issue statements condemning the Ottoman government's actions against Armenians, but the genocide continues. Armenian properties are seized or burned down. 1920-1922: The newly formed Republic of Turkey, which succeeds the Ottoman Empire, denies responsibility for the genocide and refuses to pay reparations or recognize the Armenian Genocide as a historical fact. The Armenian Genocide is widely recognized as the first genocide of the 20th century. The word "genocide" was coined in 1944 by Raphael Lemkin, a Polish-Jewish lawyer who, seeing what had happened to the Armenias, coined a term to describe the events. As of 2023, over 30 countries, including the United States, France, and Germany, have officially recognized the Armenian Genocide. The number of Armenians who died during the genocide is around 1,500,000.

The Azerbaijani side in turn published photos of their border post. The Public Relations department of the government released a statement on the first border post being installed: “The work of the expert groups of the two countries continues. As reported earlier, according to the agreements reached as a result of the 8th meeting of the Commission on the Delimitation and Border Security of the State Border between the Republic of Armenia and the Republic of Azerbaijan and the State Commission on the Delimitation of the State Border between the Republic of Azerbaijan and the Republic of Armenia, on the border of the Republic of Armenia and the Republic of Azerbaijan, the expert groups of the two countries have today started the process of determining the coordinates, based on geodetic measurements on the site.”

Secretary of Armenia’s Security Council Armen Grigoryan commented on videos circulating online of a small group of Russian peacekeepers entering Armenia through the Lachin Corridors Hakkari Bridge. Saying that their deployment sites in Sisian and Goris are also closing. “In order to be deployed in Nagorno-Karabakh and carry out peacekeeping activities, the Armenian government allocated temporary deployment sites to the Russian peacekeeping units in Goris and Sisian. The location was also chosen with the aim of ensuring the normal operation of the Lachine Corridor,” Armen Grigoryan said. “Since the Russian peacekeeping troops are leaving Nagorno Karabakh, they obviously cannot stay in the Republic of Armenia. A group of peacekeepers and a motorcade headed for the temporary deployment sites in Goris and Sisian to organize their closure,” he added.

Headed by congresswoman Dina Titus, a new bill has been introduced in the US House of Representatives to sanction 41 high ranking Azerbaijani political and military leaders, including the commanders of the Azerbaijani ground and special forces. The list also includes the judges of the Court of Grave Crimes of Baku as well as multiple individuals from the office of the Prosecutor General. According to the available information, among other reasons, the congressmen specifically mention many facts of gross violations of the rights of Armenian prisoners of war and other persons of Armenian nationality held by the Aliyev regime as reason to sanction these individuals. The bill would require the Biden administration to determine within 180 days of its passage whether a list of Azeri officials included in the bill qualify for sanctions under existing U.S. legislations including the Global Magnitsky Human Rights Accountability Act, as well as the State, Foreign Operations, and Related Programs Appropriations Act.

On the joint press release after the meeting of the respective border demarcation commissions of Armenia and Azerbaijan, a reference was made to the enclaves and exclaves to which the Armenian government provided more clarification for, declaring Artsvashen as part of de jure Armenia. When asked about the issue of the exclaves that were mentioned in the joint press release, The Public Relations Department for the Prime Minister's Office clarified: "After the approval of this regulation, they [the commission] will agree on the order of demarcation of the remaining sections of the Armenia-Azerbaijan border, they will also address the issue of the enclaves. You know that Armenia cannot refuse [to face] this issue because Artsvashen is part of the sovereign territory of our country. We are going to de jure justify the existence of the Artsvashen exclave in the demarcation process. The Armenian government has such justifications." Azerbaijan will in its turn try to justify the de jure existence of its three exclaves. Referring to the idea of exchanging Artsvashen for Azerbaijani exclaves, the PR Department said "...After this [proving Artsvashen is part of Armenia] the actual demarcation process around Artsvashen will be carried out. What kind of a political solution will the problem get after this protocol is another question. In the delimitation process, the existence of the exclave must be justified de jure."
During a meeting on April 19th between the respective border demarcation commissions of Azerbaijan and Armenia, multiple preliminary agreements were reached on certain parts of the border line between Armenia and Azerbaijan. The sides have agreed to align individual sections of the border line with the legally justified inter-republic border that existed at the time of the collapse of the Soviet Union, being guided by the 1991 Alma Ata Declaration. More specifically the border near the villages of: Baghanis(RA) - Baghanis Ayrum (AZ) Voskepar (RA) - Ashagne Askipara(AZ) Kirants (RA) - Khirumli (AZ) Berkaber (RA) - Kizil Hajili (AZ) The simultaneous and parallel withdrawal of the armed forces of both nations will take place shortly after the agreements are fully ratified, after which the sides will in parallel deploy border guards. The Information and Public Relation Department of the Prime Minister's Office gave more details about the agreement. According to the department and the joint statement issued by the demarcation commissions, the borders that existed at the time of the collapse of the Soviet Union and have a legal basis are being restored. In other words, the borders that de jure existed between Soviet Armenia and Soviet Azerbaijan. After the approval of this agreement by both nations as well as other regulations, the commissions will discuss the order in which other sections of the border will be demarcated. They will also discuss the issue of the exclaves. The village of Kirants will not be deprived of its road connections. According to the Public Relations Department, a change of several hundred meters of the road outline will be made and at the same time the Kirants-Acharkut-Ijevan road will be repaired. The Center for Truth and Justice has submitted an official communication to the International Criminal Court asking the courts Prosecutor to "open a preliminary examination of the situation in Armenia starting May 12, 2021, both to prevent a new genocide against Armenians and to investigate the crimes committed by President Aliyev and other state officials." A communication serves similar to a criminal complaint to the court of alleged crimes under its jurisdiction. It's necessary to submit a communication to the courts Prosecutor in order for the court to carry out preliminary examinations before opening an investigation. Since Armenia has ratified the Rome Statute and is a full member as of February 1st 2024, the court has juristiction in Armenia, meaning crimes commited by Azerbaijan(is) on Armenian territory can be prosecuted by the court. "Since at least May 12, 2021, Azerbaijan’s President Aliyev and high-level Azerbaijani state officials have implemented a state policy of genocide through an ongoing campaign of killing and forcible removal of ethnic Armenians from the Armenian territories of Gegarkunik, Syunik, and Ararat within the Republic of Armenia, currently illegally occupied by Azerbaijan as a result of unlawful military aggression....In addition, the Azerbaijan Congress, controlled by Aliyev, expressed openly its intention to remove all the Armenians from Armenia. After helping disarm the Nagorno-Karabakh Defense Forces and handing over hundreds of millions of dollars worth of armaments to Azerbaijan as well as reportedly transporting some to Russia for use against Ukraine, the Russian peacekeeping forces have started withdrawing from Nagorno-Karabakh, as confirmed by Dmitry Peskov. “Yes, it is true,” the Kremlin Spokesman said, when asked to comment on Azerbaijani media reports on withdrawal of peacekeepers. Over the course of the peacekeepers stay in Nagorno-Karabakh, Azerbaijani forces committed hundreds of ceasefire and human rights violations, shot at and/or killed Armenian civilians, terrorized the local civilian population in their homes, prevented any farming activity from taking place, blockaded the region for more than 9 months and starved the entire population all while the peacekeepers refused to take any action to protect the local population, refused to call out Azerbaijan or take action to prevent their terroristic and genocidal policies. During the peak of the blockade when thousands of Armenian children were starving, they looked up at the sky to the Russian helicopters which would airlift food and medical supplies just for themselves. Even after numerous statements from the Russian government that they would take action if their units came under fire or were attacked, they never did. In one incident an Armenian farmer was shot by an Azerbaijani sniper while sitting next to a Russian peacekeeper in his tractor. No action was taken against Azerbaijan, on the contrary, Armenians were prevented from carrying out farming works in the area. On September 19th during Azerbaijans ethnic cleansing of Artsakh, an Azerbaijani drone accidentally pulverized a Russian vehicle killing 4 peacekeepers, once again no action was taken by the Russians, instead a few days later when the entire region was depopulated, the Russian government reported that everything in the area was calm and gave out medals to the peacekeepers for their work. Mehdi Sobhani, Iran's ambassador to Armenia, gave a press conference discussing the expanding trade relations between Armenia and Iran "Armenia is the airway for Iran to the Black Sea and the North, just as Iran is the airway for Armenia to the Persian Gulf and India," he said then adding that agreements between the two countries will soon be made regarding transportation. "In the near future, we will reach a very good agreement regarding cargo transportation and transit. We are talking about reducing the cost of transit tariffs and road tolls," the ambassador said. The road tax for Iranian trucks entering Armenia is about 250 dollars. As for the Armenian trucks in Iran, the main obstacle for them remains unprofitable fuel prices. foreign (including Armenian) cars must buy gasoline or diesel at international prices, while Iranian cars must buy domestic (much lower) prices. Because of this, prices for local carriers over long distances increase by about $2,000 (including transportation to and from Bandar Abbas, which is important for goods in transit through the Persian Gulf). In October 2023, during the signing ceremony of the "North-South" Corridor investment project document, the Minister of Roads and Urban Development of Iran, Mehrdat Bazrpash, announced that road tolls between Armenia and Iran will be zeroed out.

Minister of High-Technology Mkhitar Hayrapetyan revealed today that Armenias MoD has been extensively working with domestic weapons production companies to purchase armaments and military goods as part of the governments policy to grow the domestic military industrial complex. "25 operating companies have orders from the Ministry of Defense. We expect it to reach 29 during the year. At the moment, we have 46 signed three-year contracts. The Ministry of Defense has given 122 billion drams ($300 million) worth of orders to these companies. We expect that the total amount of orders for the year will be 191 billion drams ($480+ million)," Hayrapetyan said. The government also performed tests on several weapons and control systems, per Hayrapetyan, these have the possibility to be integrated into the Armed Forces in the near future. The challenges and problems faced during testing were raised in meetings with all military industry companies that negotiations are taking place with. Several new companies were also registered in Armenia in the sector. "The concept of the fund for the development of the production capacities of the entities of the military-industrial complex has been developed, which will provide an opportunity to develop the field of military industry with great efficiency," he said.
