Montis James, a 63-year-old entrepreneur known for selling barbeque in Deep Ellum, was pulling out of the parking lot of Charlie’s Star Lounge near midnight on Saturday, March 23. He had just wrapped up a stint hawking his wares to friends and frequent patrons and was making a quick delivery. Unbeknownst to him, a drunk man had latched on to the back of his truck. “I didn’t feel anything,” James tells the Observer. “I didn’t know he was back there.” The man, who we’ll call Brian, fell off the truck as James pulled away, sustaining a head injury and landing in the hospital. James says his friends called him to share what happened, so he returned to the scene to give a statement. One woman miscarried in the lobby restroom of a Texas emergency room as front desk staff refused to admit her. Another woman learned that her fetus had no heartbeat at a Florida hospital, the day after a security guard turned her away from the facility. And in North Carolina, a woman gave birth in a car after an emergency room couldn’t offer an ultrasound. The baby later died. At Sacred Heart Emergency Center in Houston, front desk staff refused to check in one woman after her husband asked for help delivering her baby that September. She miscarried in a restroom toilet in the emergency room lobby while her husband called 911 for help. “She is bleeding a lot and had a miscarriage,” the husband told first responders in his call, which was transcribed from Spanish in federal documents. “I’m here at the hospital but they told us they can’t help us because we are not their client.” Emergency crews, who arrived 20 minutes later and transferred the woman to a hospital, appeared confused over the staff’s refusal to help the woman, according to 911 call transcripts. Every four years, Texas agencies must conduct a review of their regulations. That time has come for the Department of State Health Services and its rules regulating the manufacturing, distribution and retail sale of consumable hemp products, such as CBD, delta-8 THC and delta-9 THC. The 2018 Farm Bill legalized hemp, defining it as cannabis with 0.3% delta-9 THC or less. Delta-9 is the chief psychoactive component in weed that gets users high. Delta-8 is a less potent form of THC. Texas defined hemp similarly in its House Bill 1325, which also set rules for consumable hemp products in the state. The Biden administration has reached an agreement to provide up to $6.4 billion in direct funding for Samsung Electronics to develop a computer chip manufacturing and research cluster in Texas. The funding announced Monday by the Commerce Department is part of a total investment in the cluster that, with private money, is expected to exceed $40 billion. The Biden administration on Thursday announced new action to crack down on the sale of firearms without background checks and prevent the illegal flow of gun sales by unlicensed sellers. The rule does not enact new legislation, but instead clarifies and advances implementation of the Bipartisan Safer Communities Act by addressing loopholes used by unlicensed gun dealers to make transactions without conducting background checks. “I’ve spent hours with families who’ve lost loved ones to gun violence. They all have the same message: ‘Do something,’” Biden said in a statement. “Today, my Administration is taking action to make sure fewer guns are sold without background checks.
