On May 20, 1957, the Mossbank Community Hall was the site of a debate between Saskatchewan CCF Premier Tommy Douglas and Liberal MP Ross Thatcher. The debate garnered national attention, and despite terrible rain, attracted reporters from all over Canada along with more than 1000 spectators. The Co-operative Commonwealth Federation was a political party, founded in 1932 by a coalition of 3 labour parties, the United Farmers of Alberta (an agricultural cooperative), and the Ginger Group, which was a faction of radical progressives in parliament. However, while none of the founding groups of the CCF were from BC, a section of the CCF was founded in August of 1933. And, in 1935, the CCF won 120,000 votes, and 7 seats, forming the official opposition of the Liberal government, which won 159,000 votes and 34 seats. But, the BC CCF fractured in 1936, when the moderate leader of the party, Robert Connell, was expelled from the party for rejecting the CCF’s plan to socialize credit and banking. Connell tried to form a breakaway party with 3 CCF MLAs but failed to gain any seats. And, the BC CCF regained 7 seats in the legislative assembly. In the ‘37 election, the CCF lost its status as the official opposition to the Liberals. But by 1941, the CCF not only regained its status but won 151,000 votes, while the Liberals won 149,000. But, the Liberals still won 7 more seats, and so they formed government. Although the CCF didn’t see that kind of success again in BC, after the losses the party faced in the ‘45, and ‘49 elections, the CCF secured their place as the official opposition in the ‘52 election, even through the Red Scare. That was until 1961 when the federal CCF merged with the Canadian Labour Congress (the country’s largest trade union federation) to form the New Democratic Party. The BC CCF was renamed the BC NDP. The New Democratic Party was founded by a merger of the Cooperative Commonwealth Federation and the Canadian Labour Congress in 1961, electing Tommy Douglas as their first leader. Douglas served as the leader until 1971, when he stepped down to serve as the party’s energy critic, finally retiring from politics in 1979. In 1972, David Lewis was elected as the party’s second leader. The party won 31 seats, with which they supported the Liberal minority government under Pierre Trudeau, although they never entered a formal coalition. The NDP helped shape such policies as the cost-of-living index in Canada’s pension plan, and the establishment of the Petro-Canadian crown corporation. But, Lewis’ NDP helped support the Conservatives’ no-confidence vote, which cost the NDP half their seats, and let the Liberals form a majority government. Lewis lost his own seat and resigned in ‘75, after which, Ed Broadbent was elected leader of the NDP. Broadbent won 26 seats in the ‘79 election, with which he helped the Liberals carry out a no-confidence vote that ended Joe Clark’s Conservative government in 1980. And, by 1988, the NDP won 43 seats, the most it ever had. But Broadbent soon stepped down after 10 years as leader. But after that, the NDP saw a steep decline. BC Premiere Dave Barrett and Yukon MP Audrey Mclaughlin faced off in the 1989 leadership race. Barrett was mainly concerned with Western alienation, while Mclaughlin took a more modest approach. Mclaughlin ended up winning, but Barrett’s concerns were proven true in the ‘93 election, when the party won only 9 seats, becoming the fifth smallest party and losing official status in Parliament. In the fall of 1929, the Great Depression hit Canada. But local and provincial governments were already spread too thin, and so they turned to the federal government for aid. But then Prime Minister Mackenzie King believed the crisis would pass. But it didn’t. and in 1930, a conservative majority was elected. But the recovery was slow, and by 1932, the government started to cut back on spending, deepening the crisis. And so, the League for Social Reconstruction was formed in February of 1932. It was a democratic socialist think tank that advocated for social planning and government spending to resolve the crisis. Four months later, the Ginger group, an informal faction of radical progressives, met with the League to discuss the formation of a new party. And by August, the League and the Ginger Group met with: the United Farmers of Alberta; the Dominion Labour Party of Southern Alberta; the Canadian Labour Party; and, the Independent Labour Party of Manitoba. This coalition of groups and parties formed the Co-operative Commonwealth Federation of Canada, or the CCF for short. The party won 7 seats and just over 400,000 votes in the 1935 election, and by the 1945 election, they had 815,000 votes and another 20 seats. The CCF never won enough seats to form government federally, but in 1944, they won a majority in Saskatchewan’s legislature. By 1947, the province had created Canada’s first universal hospitalization program. The CCF stayed in power in the province for 20 years, during which they created the Saskatchewan Bill of Rights, a number of crown corporations, and legislation that allowed public sector workers to unionize.But even with the CCF’s success in Saskatchewan, the party still struggled in federal elections. It took decades of advocacy for Canada to establish Medicare, and it started in 1944. With Premier Tommy Douglas, the Cooperative Commonwealth Federation, or the CCF, formed a majority in Saskatchewan’s legislative assembly. The CCF started to fund the construction of hospitals in 1944. And, in 1947, Saskatchewan passed the Hospital Insurance Act, which covered the hospital bills of Saskatchewanians for $5 a year. By 1950, BC and Alberta both passed similar legislation and by 1954, 810,000 Saskatchewanians were covered by the plan. But to cover the cost of all medical services for the whole province, the CCF would need federal funding, and in 1958, they got it. The federal government agreed to cost-share the program with the Hospital Insurance and Diagnostic Services Act. In 1959, Douglas announced his intent to expand Saskatchewan’s medical care insurance program through pre-paid, universal coverage. But the doctors in the province made their opposition to the program clear. They threatened to go on strike if the province established the program. But the CCF went through with it. In 1961, the province passed the Medical Care Insurance Bill, which guaranteed coverage to all Saskatchewanians for free. A month later, Tommy Douglas stepped down as premier, to run for the federal NDP. The CCF government was left to oversee the creation of Canada’s first medicare program. But by the time the program was implemented, the doctors made good on their promise. The strike began in July of 1962. The province was forced to hire doctors from out of province. But by August, most doctors had gone back to work, and support for the program federally was growing. Thomas Douglas was born in Scotland in 1904. His family emigrated to Canada in 1910 and moved around before finally settling in Winnipeg in 1918. At 14, Douglas saw the Winnipeg General Strike from a Douglas witnessed an RCMP officer shoot and kill one of the striking workers. This event would inform his advocacy later in life. At 19, Tommy Douglas enrolled at McMaster University, eventually becoming an ordained minister at the Calvary Baptist Church in Weyburn, Saskatchewan in 1930. When the Great Depression hit, Douglas was motivated to get into politics. And in 1935 he ran with the CCF and won. The CCF was a democratic socialist party, started in 1932 by a coalition of labour parties and progressive members of parliament. Douglas was eventually elected leader of Saskatchewan’s CCF in 1942, And in 1944, the CCF won a majority in the province’s legislative assembly. As premier, Douglas oversaw the creation of Canada’s first universal hospitalization program, which offered coverage to Saskatchewanians for just $5 a year. By 1954, 92% of the province was covered. And by 1957, the federal government had agreed to cost-share half of the province’s program. But Douglas wanted the provincial government to cover all medical services. CCF leadership began to negotiate with the Canadian Labour Congress for the creation of a new federal party. In 1961, they merged into the New Democratic Party. At the first convention, the party elected Douglas as their leader, and soon after, he stepped down as premier of Saskatchewan. Although the federal NDP didn’t see much electoral success, the party continued to advocate for a federal medicare program, until 1966, when the Liberal government finally established it. But, Saskatchewan couldn’t provide all medical services for free. So, in 1957, the federal government agreed to cost-share half of the program for certain medical services. All the while, the CCF faced disastrous defeat in the federal election of 1958. And so, CCF officials met with the Canadian Labour Congress to negotiate an alliance. And in 1961 the CCF and the CLC formed the New Democratic Party. And later that year, Saskatchewan finally established its medicare program, the first in the country. But for the premier, the province wasn’t enough, the entire country needed Medicare. And so, Tommy Douglas stepped down to lead the Federal NDP. And in 1962, the new party doubled its seats in parliament, winning 10 more seats. But it was still only the fourth-largest party in parliament. And under the province’s interim premier, Saskatchewan’s new medicare system was facing a doctor’s strike. And by the ‘63 snap election, the NDP lost 2 seats. But by 1965, the NDP’s popularity had grown. After the strike, the Medicare program had become a success, and so support for a federal program grew. The 1965 election saw the Liberals gain a minority government. The program had become so popular that the Liberals didn’t need NDP support. The NDP’s program gave the Liberals the blueprint for their bill. The 2023 David Lewis Lecture on November 1st at the University of Toronto will feature special guest speaker Marshall Ganz who teaches, researches, and writes on leadership, narrative, strategy and organization in social movements, civic associations, labour unions, and politics at Harvard University. In 2007-8 he was instrumental in design of the grassroots organization for the 2008 Obama for President campaign. In association with the global Leading Change Network of organizers, researchers and educators he coaches, trains, and advises social, civic, educational, health care, and political groups on organizing, training, and leadership development around the world. This lecture event is produced in collaboration with Woodsworth College, and the Centre for Industrial Relations and Human Resources at the University of Toronto, and the Institute for Change Leaders. A networking reception with food and beverages will follow the stage program. David Lewis' life as a barrister and Parliamentarian made a lasting contribution to Canadian Politics particularly through his work with the CCF and later the NDP. Lewis played a central role in the creation of the Canadian Labour Congress in 1956. Lewis was committed to the good fight. In honour of him, the lecture will focus on the intersection of social democracy and labour today. Happy Birthday Tommy Douglas! Thomas Clement Douglas was born on this day in 1904. He was a Scottish-born Canadian politician who served as seventh premier of Saskatchewan from 1944 to 1961 and Leader of the New Democratic Party from 1961 to 1971. A Baptist minister, he was elected to the House of Commons of Canada in 1935 as a member of the Co-operative Commonwealth Federation (CCF). He left federal politics to become Leader of the Saskatchewan Co-operative Commonwealth Federation and then the seventh Premier of Saskatchewan. His government introduced the continent's first single-payer, universal health care program. Douglas was awarded many honorary degrees, and a foundation was named for him and his political mentor M. J. Coldwell in 1971. In 1981, he was invested into the Order of Canada, and he became a member of Canada's Privy Council in 1984 - two years before his death. In 2004, a CBC Television program named Tommy Douglas "The Greatest Canadian", based on a Canada-wide, viewer-supported survey. Douglas passed away in 1986. Daniel G. Art can often spark interesting conversations. For instance yesterday I was speaking with a Canadian who lives in the US who was intrigued by this incredible scratchboard drawing by Scott McKowen, currently on display as part of our Summer Exhibition. Drawn to illustrate Jane Urquhart's book, "A Number of Things" (Harper Collins Canada 2017), it accompanied an essay on Tommy Douglas, the founder of Medicare in Canada. In this visitor's opinion, the main difference between the US and Canada is that we have universal health care, a fact that he feels most Canadians are extremely proud of and that somehow defines us as a nation. While I’m grateful to have healthcare, that seems a bit simplistic. What do you think? Saskatchewan is the birthplace of Medicare in Canada. In 1959, Premier Tommy Douglas shared his plans “to provide medical care insurance, based on prepayment, universal coverage, quality service and government administration and through a scheme acceptable to both doctors and patients”. July 1st 1962 the Medicare bill was passed in Saskatchewan, and 90% of Sasks doctors closed their practices in protest. Ten days later, Keep Our Doctors Committee Rally happened at the Regina legislative building with 5,000 people in attendance, but this was the peak of the movement. Lord Steven Taylor, the physician credited with the British National Health Service came to Saskatchewan and was able to settle an agreement between Sask Government and the college of Physicians and Surgeons. My project tonight: Make Tommy Douglas’s wife’s lemon cake pie recipe and to use up some brown bananas using a different recipe. I wonder if this was a favourite of Tommy Douglas? It’s a creamy lemon pie. She didn’t give details on the oven temperature and how long to cook the pie. I think it could have used another 5 minutes in the oven. Banana bread is a favourite. Maybe next time I’ll make UBC Ponderosa cake with chocolate and bananas. Impossível passar alguns dias no Canadá, ouvindo histórias e não lembrar dessas duas pérolas do cinema franco canadense: "O DECLÍNIO DO IMPÉRIO AMERICANO" (1986) e " AS INVASÕES BÁRBARAS" (2003), ambas de Denys Arcand. No primeiro conhecemos um grupo de professores universitários que debatem ideias sobre liberdade, política e relações afetivas. No segundo, que se tornou um clássico do cinema, assistimos os últimos dias de Rémy, e a luta do seu único filho para lhe prover assistência, conforto e uma morte digna. Nessas décadas o sistema público de saúde canadense já era uma referência para os militantes do SUS brasileiro. Porém a segunda obra de Arcand mostrava já as várias faces desse sistema, idealmente universal e promotor de equidade, porém sujeito a corrupção, descrédito e dificuldades de gestão. O que ouvi esses dias foi uma insatisfação geral com o sistema de saúde, com relatos de demora de atendimento de urgências, ausência de um sistema de transporte , dificuldades de acesso a exames complementares e limites em cuidados paliativos. Como fez Sébastien, canadenses com frequência tomam desvios, para conseguirem "comprar" serviços de saúde não acessíveis. Um dilema ético, existencial, político, sobretudo dramático, para um povo que acreditava e ainda acredita no valor social de um sistema universal de saúde. Com certeza a pandemia contribui para a situação atual, mas os velhos dilemas do capitalismo X socialismo são as causas profundas (será possível conservar as sociais democracias?), agravadas pela incorporação tecnológica em saúde, que vem salvando e prolongando a vida por um lado, mas criando novas doenças, medos e desejos que nem sempre são necessidades de saúde, por outro. Fica uma sensação de desesperança...mas quem sabe possamos inverter a inspiração, tornando o nosso SUS um exemplo para que a luta de canadenses pela saúde como um direito fundamental siga forte e inabalável, se mantendo com suas características de SLOW MEDICINE: justa, sóbria e respeitosa. This song is the culmination of a lifetime study of the art of #songwriting and mystical symbolism for the purpose of the upliftment and enlightenment of #mindbodyandsoul You probably didn't know that the #obelisk, cross and circle of #stpeterssquare in Rome are the three #Egyptian #hiroglyphs say "City or The Sun", which is name or the ancient #gyptian city "On", or as the Greeks called it, " #heliopolis". This was a clandestine esoteric plan, completed by the #Baroqueart superstar #Bernini to encode the City with an ancient "pagan" dream. An amazing night listening to @jagmeetsingh discussing NDP initiatives & hopes for our future in Canada. Strong leadership is what we need and I absolutely believe that Jagmeet is the voice for our future. CCF & the NDP party has fought for Canadians. Our Medical Care system, Pension, new Dental Care and more are a direct result of these efforts.
