South Africa: 30 captive lions on private breeding farm euthanised after owner left them suffering for days following wildfires ... [Bloemfontein] SPCA alleged: “The owner knew the lions got injured by the fires. For five days they didn’t administer any medical treatment. We had no option but to obtain a warrant to enter the property ... The camps were in “horrible” condition – no electric fence, structure poles burnt down and the fence hanging on a thread, with open gaps and holes. “These lions could easily escape, but not even one escaped. They were too broken, too weak,” said the SPCA. “We quickly realized that the owner didn’t care about the lions anymore. He was not willing to invest and financially spent nothing to ensure the welfare of these cats were up to standard.” ... The SPCA has opened a case of animal cruelty against the owners of the lions. The organisation says these animals suffered immensely but because of the value of their bones (for the lion bone trade) the lions were kept alive at all costs. Our lions are endangered so as well as having to fight the trophy hunting trade, we now also have to fight these poor lions being raised in filthy cages to be slaughtered and their bones exported to the medicine market in Asia. New research: Since 2008, over 6000 captive-bred lion skeletons have been legally exported from South Africa to South-east Asia; giving rise to one of the most high-profile and contentious issues in contemporary felid conservation. *** The WildCRU lion bone trade project looks at different conservation-relevant aspects of the complex and multi-faceted lion skeleton trade system. *** In relation to concerns that trade in lion bones may stimulate demand for tiger bones in East and South-east Asia, WildCRU researchers recorded the first quantitative data on preferences for lion and tiger bone in a product (bone wine) in China and Vietnam. *** Findings indicate that in both China and Vietnam tiger bone wine is greatly preferred over lion bone wine, and that respondents showed high levels of fidelity to their choice of farmed or wild designation across species. Notably, a small proportion of respondents said they preferred lion products - possibly because of the illegality of tiger products. Tigers are consumed for their claws, bones, skin, teeth and meat. Tiger bone wine is made by soaking tiger bones in rice wine for long periods of time with the belief that by absorbing nutrients from the bones, the wine will pass on the animals’s strength and vitality to the drinker. WARNING - NOT FOR SENSITIVE VIEWERS One hundred rhino horns and four tiger carcasses were seized as police raided Voi Lodge, located in the Klerksdorp area of the North West. The Hawks, working with other police units, arrested three people - aged 23, 35 and 43 - and seized a number of firearms in the operation. This news comes exactly a year after one of the suspects were apprehended after police exposed that at least 40 lions were reportedly killed in an illegal Vietnamese lion and tiger bone syndicate. A VICTORY FOR LIONS IN SOUTH AFRICA: COURT DECISION Today, the High Court handed judgement on the Case brought by the NSPCA against various government departments and members of the captive lion breeding industry relating to the setting by Government of export quotas for lion parts. The court declared the decision relating to the export quotas for both 2017 and 2018 were unlawful and constitutionally invalid. This is hugely important as it shows the lack of proper process by the department responsible. HOWEVER, both of these quotas have already been fulfilled, meaning that the decision will not affect the outcome. In addition was the fact that the welfare of captive lions were a relevant factor in setting the quota, despite (among other arguments) the Department of Environmental Affairs asserting that welfare was not within their mandate. Judge Jody Kapallen in his judgment stated: "While it may be correct that the welfare mandate for lions in captivity may substantially reside with DAFF [Department of Agriculture, Forestry and Fisheries] there is a difference in law in having responsibility for the welfare mandate and taking welfare considerations into account..." He also referred to previous statements made by the Constitutional Court in relation to animals and the right to environment in section 24 of the Constitution: "speaks to the kind of custodial care we are enjoined to show to the environment for the benefit of this and future generations." We congratulate the NSPCA on this victory and look forward to more government accountability on this issues. UPDATE: DEADLINE EXTENDED FOR SUBMISSIONS ON 2019 LION BONE QUOTA AND LEOPARD HUNTING QUOTA FOR SOUTH AFRICA The deadline for submission of written information or data for consideration by the Scientific Authority with respect to the determination of the 2019 quotas for Lion bone export and Leopard hunting trophies has been extended until 18 June 2019. On the 4th of June 2019, the Department of Environment, Forestry and Fisheries (previously the Department of Environmental Affairs) held "Consultation Meetings" in respect of both the lion bone quota and leopard hunting quota where a number of presentations were made. From our friend organisations that were present at these meetings, there was a lot of emphasis placed on scientific data and information being included in any submissions. SA DEPARTMENT OF ENVIRONMENTAL AFFAIRS CALLS FOR PUBLIC COMMENT ON 2019 EXPORT QUOTA FOR LION BONES AND PARTS On 16th May 2019, the Department of Environmental Affairs (DEA) sent a public request for information to be considered for determination of the 2019 export quota for cross-border trade in the lion parts from SA captive breeding operations: "In accordance with sections 61 and 62 of the National Environmental Management: Biodiversity Act (Act No. 10 of 2004) NEMBA, the Scientific Authority is required to advise the Minister of the Department of Environmental Affairs on the 2019 export quota for trade in the bones, bone pieces, bone products, claws, skeletons, skulls and teeth of lion for commercial purposes, which have been derived from captive breeding operations in South Africa. In order that its recommendations and advice to the Minister be based on a scientific and professional review of all available information, members of the public are invited to submit concise written scientific information or data for consideration by the Scientific Authority. Information must be submitted on or before 15 June 2019, to Ms Malepo Phoshoko at the following addresses: By email: [email protected] By hand: Environment House, 473 Steve Biko Road, Pretoria, 0002 By post: Private Bag X447, Pretoria, 0001" In 2017, the quota was set by the DEA at 800 skeletons (See: https://www.environment.gov.za/mediarelease/lionexportquota_communicatedtocitessecretariat). In 2018, the DEA set the quota at 1500 skeletons (See: https://www.environment.gov.za/mediarelease/molewa_establishes_lionboneexportquota2018). This was later dropped back down to 800 skeletons. Those are the #legal exports! “Though it’s illegal to poach these big cats, and international trade in lion parts is mostly prohibited, South Africa has legalized the export of skeletons from captive facilities where lions are bred and raised. THIS IS THE FACE OF CAPTIVE LION BREEDING IN SOUTH AFRICA!!! NEWS: NSPCA - National Council of SPCAs reveals wildlife in shocking conditions on facility in North West Province. 'Upon arrival at one of the camps, the Inspectors were horrified to find two lion cubs that were unable to walk and appeared to be showing signs that they were suffering from a neurological condition. Other issues such as small enclosures and inadequate shelter, no provision of water, overcrowding, and dirty and parasitic conditions were noted in the camps that contained lion, caracal, tiger, and leopard. 27 of the lions had mange and some of the caracal were obese and unable to properly groom themselves. "There is a lot that is hinging on our Vets diagnosis and report on the 2 cubs that were removed from the Facility, and as you may have already ascertained from the photo, already circulated on various media platforms, there are a plethora of welfare issues at the facility. We do have concerns about not only the lions with the skin conditions, and the sick cubs, but also with that of other animals on the farm. The cubs are according to reports, showing signs of recovery, although not out of the woods just yet. The Vet will require some more time before he can give us the diagnosis." Such #truewords @bianca_van_ardenne Here in #southafrica we have a huge problem. So many #animalparks breed #lions and #cheetahs for the #petplayandpay industry. These lions are petted and cuddled when they are young, walked with when they are a bit older, placed on display in an animal park for a while and then shoot in a #cannedhunt. #southafrica is the largest exporter of #lionbone in the world. #ihangmyheadinshame for my country's policymakers. #handsoffourwildlife #bloodlions

This comes after the Department of Environmental Affairs in South Africa doubled the export quota from 800 to 1500 earlier this year for purely commercial reasons, and this increase in quota must be reconsidered. This does nothing to aid conservation efforts and further fuels the legal and illegal trade of wildlife for use in unproven traditional medicine in Asia.
